REQUIRED QUALIFICATIONS(HUMAN RESOURCES)
- Master’s Degree in an educational field or Human Resources
- Three (3) years of successful instructional experience, preferred
- Three (3) years of successful administrative experience at the school or district level preferred
- Hold or eligible to hold a valid Florida Educator Certificate in Educational Leadership or Administration and Supervisionpreferred or an Advanced HR Professional (AHRP) certificate
- Experience or training in school administration, personnel recruitment, educational equity laws, personnel managementor hiring practices
- Possess a valid Florida Driver’s License; if a holder of any other valid US state-issued Driver’s License, agree to acquire aFlorida Driver’s License within thirty (30) days of employment, except in a case where accommodation is required
REQUIRED SKILLS
- Computer literacy, including word processing and data bases
- Demonstrated knowledge of human resource services, procedures, and practices
- Strong written and verbal communication skills
- Ability to communicate with school based and district staff on professional, technical and general areas of HumanResource Services functions

POSITION GOAL
To provide executive leadership in Human Resources that promotes the highest quality of instruction and educational opportunities for the students of Volusia County Schools
PERFORMANCE RESPONSIBILITIES
1.*Supervise the screening and hiring processes for Volusia County School (VCS) personnel.
2.*Supervise and monitor the application and employment processes of VCS.
3.*Coordinate the annual personnel reappointment and placement processes for instructional and support staff.
4.*Direct and coordinate professional development for all persons who wish to be substitute teachers in Volusia County Schools.
5.*Review, recommend and coordinate the development of retention policies and procedures relating to VCS employees.
6.*Supervise the verification of employment for unemployment claims or on behalf of persons seeking employment outside theschool system.
7.*Assist in the development and monitoring of district policies and procedures related to personnel services.
8.*Serve on collective bargaining teams and provide personnel services perspectives for bargaining as designated.
9.*Serve as a grievance-hearing officer for grievances filed at the district level as designated.
10.*Monitor the process for development of position descriptions for new positions and revision of existing position descriptions toassure consistency and efficiency.
11. *Administer position analysis and classification operations district-wide.
12. *Monitor the method of assigning local job titles and codes that are consistent with Department of Education titles and codes, and Equal Employment Opportunity report line numbers.
13. *Supervise the implementation of the comprehensive employment orientation program.
14. *Supervise and monitor the implementation of the electronic and physical records systems of applicant information, with assistance from the Specialist, Records Management, in accordance with all governing laws, rules, regulations and policies.
15. *Participate in the preparation of federal, state and district reports relating to personnel services functions.
16. *Assist in the development of functions of personnel services, including evaluation systems and wage and salary plans. *Coordinate and make recommendations as related to the operational processing of transfers, discipline or terminations.
17. *Work collaboratively with the professional standards department to accurately record data relating to applicants or employees.
18. *Work collaboratively with Human Resources staff to maximize the effect and efficiency of hiring practices.
19. *Confer with school and district administrators regarding personnel issues.
20. *Coordinate and participate in assigned committees.
21. *Serve in a resource capacity to other administrative and supervisory personnel regarding the management of personnel services issues.
22. *Supervise assigned personnel, conduct performance appraisals and make the necessary recommendations for appropriate employment action.
23. *Work collaboratively with Insurance and Benefits representatives assisting worker’s compensation recipients in reference to light duty and/ or workplace accommodations.
24. *Assist in the identification of public records for retention and disposition.
25. *Perform other related duties as assigned by the Chief Human Resources Officer.
