JOB SUMMARY:
Under the direction of the Program Director, the chief monitor supervises and coordinates activities concerning all security issues and personnel. The Chief Monitor is responsible for providing security for residents at the Resident Reentry Center, supervising, training, mentoring the monitoring team, and documenting records and reports. Also, ensuring compliance with all established standards and practices. This is a full-time position that must be able to perform duties on varying shifts (days, evenings, overnights, weekends, and holidays).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide quality security to the Residents of the Residential Reentry Center Services.
- Ensure that the program and Residents are complying with Federal Bureau of Prisons and VOASELA standards and regulations.
- Process documentation records and reports utilizing quality control measures.
- Write reports of daily activities and irregularities, such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences.
- Patrol RRC premises to preserve order and protect property, prevent and detect signs of intrusion, and ensure security of doors, windows, and gates. Monitoring surveillance equipment; inspecting buildings, equipment, and sally ports.
- Available as a Key staff member during the execution of emergencies.
- Supervise and train security staff in accordance e to BOP SOW, RRC operation manual, ACA, and PREA standards.
- Scheduling of security personnel monthly
- Respond to all emergency alarms and disturbances.
- Schedule, resident substance abuse program (UA), and prepare UA report.
- Monitor and authorize entrance and departure for employees and visitors from the RRC facility. Maintains a safe and secure environment for clients, employees, and visitors.
- Perform inspections, and supervision of all shifts especially the evening shift 4pm-12am. Work some weekends and available shifts to ensure the operation of the security department is functioning appropriately when key personnel are not present. Attending all mandatory training within the annual established timeframe.
- Attend scheduled monthly staff and security meetings.
- Coordinate ACA and PREA accreditation for the facility.
- Ensure that the facility complies with PREA standards and requirements.
- Executes other duties as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES (Non-essential)
- Attends and conducts quarterly training for staff members
- Participates in ACA and PREA audits.
- Monitors facility operations when on call and makes decisions on case-related matters;
- Advises the Program Director and on-duty staff on issues regarding security issues and matters.
- Supervises 16 security staff.
- Evacuate with the facility during inclement weather.
- Shelter in place with the facility as needed.
- Adhere to the designated dress code as stipulated for the specific role.
SUPERVISORY DUTIES:
- Supervises the security department (resident monitor).
- Provides technical direction to all other staff members as received from the director and assistant director.
KNOWLEDGE, SKILLS, ABILITIES:
This position requires the incumbent to have completed at
- At least one year of education beyond high school or have a high school diploma/GED with two years of related experience. A degree in criminal justice is preferred. One year experience in the police or security field; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved
- Incumbent must be able to demonstrate the ability to function with minimal on-site supervision; and the ability to lead a cohesive team while delegating effectively with clear communication.
- Three years of supervisory experience and the ability to demonstrate proficiency in promoting high levels of accountability measures is desirable.
- Incumbents must have experience working with individuals with asocial and addictive abuse histories, preferably in a residential Resident environment.
- Knowledge of Federal Bureau of Prisons standards and regulations as they relate to residential Resident center security is required.
- This position requires the incumbent to have superb oral and concise, professional written communication skills, along with exceptional organizational skills and an ability to prioritize multiple tasks concurrently.
- The person should be capable of generating correspondence and spreadsheets using computer software including Microsoft Word, Excel, and Outlook.
- Must possess polished and diplomatic customer relation skills verbally, in person through telephone communications, and in writing.
- Must be able to maintain confidentiality.
- Competent computer skills including MS Office and knowledge of office equipment is required.

SPECIAL REQUIREMENTS:
- Must be at least 21 years of age or older at the time the offer of employment is made.
- May have to work outside of normal working hours.
- Must have a valid driver’s license, access to a registered and insured vehicle.
- Must be able to pass all required compliance checks and criminal history investigations, including Bureau of Prison NCIC/NLETS.
- Must be able to obtain and maintain certification in First Aid and Cardiopulmonary Resuscitation.
- Must be able to demonstrate working knowledge and competency of BOP discipline procedures by passing the BOP standardized test.
This position may require the incumbent to engage in overnight travel up to 5% of the time as well as local travel in and around the community appropriate to the performance of duties and responsibilities. As such, the incumbent must have:
- Current driver’s license issued by state of residence.

- Current vehicle insurance
- Current vehicle registration in state of residence
- Satisfactory Motor Vehicle Report
PHYSICAL REQUIREMENTS:
Work is primarily performed in a normal office environment generally while seated at a desk. Dexterity is required to perform work with a personal computer keyboard, calculator and other office equipment. The employee may be required to stand, bend, lift, and stoop in performing work.
