Senior Human Resources Director

Camden County, New Jersey | Full-Time | Exempt

Reports to: Chief Operating Officer

Lead HR strategy. Strengthen compliance. Support people-centered operations.

Volunteers of America Delaware Valley is seeking an experienced, strategic Senior Human Resources Director to provide high-level oversight of the Human Resources Department. Reporting to the Chief Operating Officer, this role supervises and supports the Director of Human Resources, who oversees daily HR operations, and serves as a key advisor to executive leadership on personnel, compliance, workforce planning, and organizational culture.

This position is ideal for a senior HR leader who can balance strategy, compliance, employee relations, policy development, and leadership coaching in a complex, mission-driven human services environment.

What You’ll Do

  • Supervise, mentor, and evaluate the Director of Human Resources
  • Establish HR department goals, priorities, and performance standards
  • Ensure the effective operation of the HR department, including oversight of the HR Generalist through the Director of Human Resources
  • Review HR metrics, departmental performance, workforce trends, and compliance indicators
  • Provide strategic oversight of recruitment, staffing, onboarding, benefits, compensation, performance management, employee relations, leave administration, HRIS, personnel records, and engagement initiatives
  • Monitor HR processes and recommend improvements to strengthen efficiency, consistency, and compliance
  • Ensure compliance with federal and New Jersey employment laws, FLSA, FMLA, ADA, EEOC regulations, workers’ compensation, unemployment regulations, wage/hour requirements, licensing/credentialing standards, and organizational policies
  • Coordinate with legal counsel on complex employment matters when necessary
  • Provide guidance on disciplinary actions, employee complaints, investigations, conflict resolution, and difficult personnel matters
  • Review termination recommendations before implementation
  • Review salary recommendations, conduct market salary analyses, monitor compensation equity, and support benefit renewals
  • Assist with annual budget planning related to personnel costs
  • Support succession planning, management training, employee engagement, organizational culture, and change management initiatives
  • Review and update personnel policies, recommend employee handbook revisions, develop HR procedures, and support consistent implementation
  • Prepare reports related to turnover, vacancies, recruitment, retention, benefits utilization, compliance issues, and workforce trends

What You Need

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field required
  • 7 years of progressive Human Resources experience
  • 3 years of supervisory experience managing HR professionals
  • Experience with organizations employing 250 staff
  • Thorough knowledge of New Jersey employment law
  • Strong leadership, interpersonal, communication, problem-solving, and conflict resolution skills
  • Demonstrated experience with employee relations, performance management, policy development, compensation administration, and compliance oversight
  • Ability to handle confidential and sensitive matters with discretion and sound judgment
  • Preferred: master’s degree in Human Resources, Business Administration, Public Administration, or related field
  • Preferred: SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Preferred: experience in nonprofit, healthcare, behavioral health, housing, social services, or government-funded programs
