Reporting to the Regional Director, this role provides day-to-day leadership and ensures program integrity, safety, and contract compliance. You will oversee staff and client welfare, maintain strong operational standards, manage reporting and fiscal responsibilities, and ensure high-quality service delivery for clients experiencing homelessness.

Reporting to the Regional Director, this role provides day-to-day leadership and ensures program integrity, safety, and contract compliance. You will oversee staff and client welfare, maintain strong operational standards, manage reporting and fiscal responsibilities, and ensure high-quality service delivery for clients experiencing homelessness.
What You’ll Do
- Provide overall leadership and administration of the shelter program to ensure program integrity
- Supervise staff, including performance evaluations and regular supervisory sessions
- Conduct monthly staff meetings and regular team/client meetings to support communication and accountability
- Ensure compliance with VOADV Administrative Policies and Procedures and all safety/security requirements
- Develop, implement, and maintain the Program Policy & Procedures Manual and Client Handbook (including ongoing review/updates)
- Prepare annual budget recommendations with input from direct reports; anticipate personnel and operational needs
- Ensure quality delivery of program services and conduct regular program evaluations
- Ensure contract compliance, data collection, and a positive relationship with funding source(s)
- Ensure collection of outcome data required by the agency and/or funders
- Conduct regular, unscheduled off-hour visits to program housing sites
- Recruit for vacant positions to maintain appropriate staffing and supervision coverage
- Network with community agencies to expand resources for clients
- Represent VOADV on external coalitions, committees, and community meetings
- Coordinate with law enforcement on homelessness initiatives
- Complete other duties as assigned
- Master’s degree in a Human Services–related field plus 2 years relevant management experience OR 10 years in the human services or corrections field
- Strong written/verbal communication skills, basic computer skills, and solid organization/follow-through
- Demonstrated leadership, sound judgment, and flexibility in a fast-moving environment
- Valid driver’s license and ability to meet agency driving standards
- Ability to pass a criminal background check
- Ability to handle Protected Health Information and comply with HIPAA Privacy and Security Rules
- Bilingual abilities are a plus
