Job Description

The HSE (Health, Safety, and Environmental) Manager is a critical leadership role responsible for safeguarding the health and safety of employees, contractors, and the environment across all company operations. This position will establish, implement, and continuously improve HSE management systems, ensuring full compliance with federal, state, and local regulations.  The HSE Manager will champion a proactive safety culture, drive continuous improvement initiatives, and ensure operational risks are effectively managed. This role requires hands-on engagement at processing plants and pipeline facilities, as well as strategic oversight of compliance, reporting, and training programs. The ideal candidate will bring deep regulatory knowledge, practical field experience, and a passion for fostering a safe, compliant, and environmentally responsible workplace.

 

Key Responsibilities:

  • Develop, implement, and maintain HSE policies, procedures, and programs to ensure compliance with regulatory requirements and industry best practices.
  • Promote a culture of safety, accountability, and continuous improvement throughout the organization.
  • Oversee routine compliance reporting and documentation, including but not limited to 49 CFR 192, 40 CFR 60, PHMSA, and PSM requirements.
  • Lead incident investigations, root cause analyses, and corrective action implementation for all safety and environmental incidents.
  • Conduct regular site inspections, audits, and risk assessments to identify hazards and ensure adherence to safety standards.
  • Deliver and coordinate on-site HSE training programs to ensure all personnel are engaged in the company’s safety culture.
  • Serve as the primary point of contact for regulatory agencies and manage all required reporting and communications.
  • Maintain up-to-date knowledge of relevant HSE regulations and industry trends, and proactively implement changes as needed.

 

Key Performance Outcomes:

  • Regulatory Compliance: Zero regulatory violations or fines related to HSE matters; all required reports submitted accurately and on time.
  • Incident Reduction: Year-over-year reduction in recordable incidents, near-misses, and lost-time injuries.
  • Training Effectiveness: 100% completion rate of required HSE training for all employees and contractors; measurable improvement in safety awareness and behavior.
  • Audit Performance: Successful completion of internal and external HSE audits with minimal corrective actions required.
  • Incident Response: Timely and thorough investigation of all incidents, with effective implementation of corrective and preventive actions.
  • Safety Culture: Demonstrated improvement in employee engagement and participation in safety programs, as measured by surveys and participation rates.
  • Continuous Improvement: Implementation of new HSE initiatives or process improvements annually, resulting in measurable risk reduction or efficiency gains.
  • Stakeholder Engagement: Positive feedback from regulatory agencies, community stakeholders, and internal teams regarding HSE leadership and communication.

 

Qualifications

  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field (or equivalent experience).
  • Minimum 5 years of HSE experience in processing plants, pipelines, or related energy sectors.
  • In-depth knowledge of 49 CFR 192, 40 CFR 60, PHMSA, PSM, and other relevant regulations.
  • Demonstrated experience in incident investigation, compliance reporting, and regulatory agency interaction.
  • Strong communication, leadership, and training skills.
  • Ability to work independently in a fast-paced, small company environment.
  • Professional HSE certifications (e.g., CSP, CIH, CHMM) preferred.
  • Expertise in regulatory compliance (PHMSA, 49 CFR Part 192, 40 CFR Part 60, OSHa (PSM), EPA, ASME B31.3, ASME B31.8, etc.).
  • Exceptional leadership, communication, and interpersonal skills with the ability to inspire and drive high-performance teams.
  • Ability to travel as required for site visits and meetings with stakeholders, including traveling to operational sites, conferences, and industry events (20-30% travel).
