TITLE OF POSITION: Supervisor, Special Education
A. Primary Function: Supervise the District’s special education program in areas of assignment through consultation, coordination, evaluation, and planning. Assists staff to provide equal and inclusive educational opportunities to special education needs children in accordance with federal and state law and local policy.
B. Directly Responsible to: Executive Director Special Education or designee
C. Staff Assigned: Special Education Department staff including all certificated, classified, and management staff
D. Representative Duties:

Consults with and assists regular and special education administrators, teachers, designated instructional services personnel, and others in the development and implementation of effective programs. E

Works with parents to assist them in planning for their children’s special needs. E

Coordinates the process and procedures for referral, placement, review, and transfer of special education students. E

Verifies program needs and recommends modification and/or program development. E

Chairs District level committees and meetings as needed. E

Ensures that an appropriate Individualized Education Program is developed within required timelines. E
-
Coordinates with North Coastal Consortium for Special Education (NCCSE) when needed.

Arranges for placement and transportation of special education pupils; represents District in out-of-District placement. E

Monitors progress of pupils in special education programs and recommends changes of methods or placements as required. E

Coordinates and provides guidance in resolutions of issues between parents, teachers, administrators and other staff.

Monitors and evaluates program quality.
12. Assists in selection of special education staff; assists in orientation of new staff to the procedures and methods used within the District. E
13. Monitors program enrollment and provides for data collection.
14. Supervises and evaluates assigned staff; provides input for school site special education staff upon request by the principal.
15. Keeps current on laws and regulations relating to special education and disseminates information to staff.
16. Assists in implementing procedural safeguards.
17. Assists in preparation and monitoring of special education budget.
18. Performs other duties as assigned.

E. Education and Experience:
Valid California Administrative Services Credential
Valid California driver’s license
Five (5) years of successful teaching, counseling, psychology and/or administrative experience
Completion of a Master’s Degree
F. Qualifications:
Knowledge of:
Curriculum standards, interpretation and application in assigned instructional programs and services
Planning, organization, coordination and implementation of the operations, activities, educational services and support functions of an assigned instructional program
Practices, procedures, and techniques involved in the development, implementation, monitoring and evaluation of designated instructional programs and services
Applicable sections of the State Education Code and other applicable State and Federal laws, codes, regulations, policies and procedures related to position
Various technologies used in teaching and learning
Interpersonal skills using tact, patience, and courtesy
Abilities to:
Communicate effectively orally and in writing
Work in a diverse socio-economic and multicultural community
Maintain consistent, punctual and regular attendance
Supervise and evaluate the performance of assigned staff
Plan, organize and present information to staff, parents, and/or students
