THE POSITION

The Human Resources Executive serves as a key member of the executive leadership team and is responsible for developing and executing the organization’s human resources strategy in alignment with the mission, vision, and long-term strategic goals. The HR Executive provides strategic guidance to senior leadership while ensuring HR operations remain compliant, effective, employee-focused, and aligned with organizational objectives. The HR Executive plans and carries out policies and state and federal law relating to all phases of human resources activities and ensures compliance and consistency throughout the organization.

This is an in-person position based out of the main office in Kearny Mesa. It oversees an HR staff of 4 direct reports, and dotted line oversight in payroll. The HR team supports 400 employees currently working in nearly 30 programs across San Diego County. The exact title of this position will be determined.

Duties include:

  • Report to the Chief Executive, the Board and/or other senior leaders on activities and progress in executing business strategies.
  • Oversee the Human Resources team to ensure employees and management are properly supported.
  • Develop, review and improve HR policies to ensure they comply with modern laws and employment standards while being effective in meeting business goals.
  • Effectively communicate HR policies and initiatives across all levels of the organization.
  • Develop strategies that foster workplace culture and enhance workplace satisfaction and well-being.
  • Devise strategies to attract, acquire and retain employees to meet immediate needs and long-term plans.
  • Oversee performance evaluation systems and leadership accountability processes. Monitor workforce performance.
  • Determine current and future skills and training requirements and implement training programs.
  • Serve as a trusted advisor to leadership regarding workforce planning, employee engagement, organizational structure, change management and legal considerations.
  • Provide guidance and oversight related to employee relations, investigations, corrective action, conflict resolution, and policy interpretation.
  • Ensure fair, consistent, and legally compliant employment practices.
  • Oversee compensation, benefits, leave administration, and wellness initiatives. Ensure compensation structures support organizational strategy.
  • Analyzes trends and metrics to develop solutions, makes recommendations on integrated solutions to improve HR operations and value-added services programs and policies.
  • Acts as primary contact with legal counsel on employment matters.
  • Oversee the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the company.
  • Serve as a Fiduciary for retirement accounts; processes rollovers and loans and ensure compliance with applicable regulations.

REQUIREMENTS

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field required. Master’s degree preferred; and
  • Ten (10) years of progressively responsible Human Resources leadership or management experience; and
  • At least five (5) years in a management capacity
  • Experience in healthcare, developmental disabilities, nonprofit, or human services preferred.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
  • Experience with UKG strongly preferred.
  • CA driver’s license and ability to travel to various locations.
  • Must pass background check, drug and TB test.

HOURS

Full time, Monday – Friday day shift.

PAY

$145,000 - $165,000 annual base salary. Rate will be dependent on education and experience of successful candidate.

BENEFITS

Employees working over 30 hours a week receive employer-paid benefits, including medical, dental, vision, generous paid time off (vacation and sick leave), paid holidays, a 6% employer-paid retirement contribution and clinical supervision (if applicable).
