The position follows a standard 40-hour work week. Core business days are Monday through Friday, with employees working approximately 8.5-hour days.Occasional evening or weekend work may be required to support system implementations, maintenance, or critical business needs.

General Description

This position has primary responsibility for designing, building, and optimizing enterprise platforms and user-facing solutions. The role combines application development (forms, workflows, UI, customer experience) with software engineering capabilities (integration design, system architecture, scalability, and performance optimization).

The developer contributes to shared engineering standards, mentors team members, and helps evolve the organization’s development practices toward modern, flexible, and scalable solutions. This position operates with a platform-agnostic mindset, supporting potential transitions to new technologies and architectures over time.

Duties And Tasks

  • Design, develop, and maintain user-facing applications, including electronic forms, workflows, and service catalog solutions across enterprise platforms (e.g., TeamDynamix and future platforms).
  • Apply Software Development Lifecycle (SDLC) practices to design, develop, test, deploy, and maintain enterprise applications and integrations.
  • Implement and support enterprise service management (ITSM/ESM/PPM) solutions aligned with business processes and user experience goals.
  • Support and participate in deployment processes, including version control, release management, and continuous integration/continuous delivery (CI/CD) practices.
  • Build and manage integrations using RESTful APIs, webhooks, and iPaaS/middleware tools to enable seamless data exchange between systems.
  • Monitor, troubleshoot, and resolve issues related to application performance, workflows, integrations, and system functionality.
  • Support and participate in change management processes to ensure controlled, reliable deployment of system updates and enhancements.
  • Develop and maintain technical documentation, including configurations, integrations, and user guides.
  • Develop and execute testing strategies, including functional and integration testing, to ensure solution quality.
  • Collaborate with cross-functional teams (project managers, analysts, stakeholders) to deliver high-quality, customer-focused solutions.

Up to 2 days of telework after probation period.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

Required KSA’s:

  • Knowledge of Software Development Lifecycle (SDLC) methodologies (Agile, Waterfall, or hybrid) and their application in enterprise environments.
  • Knowledge of enterprise service management platforms (e.g., TeamDynamix, ServiceNow, or similar).
  • Knowledge of application development and system integration principles, including APIs and middleware.
  • Understanding of data structures and formats (JSON, XML, flat files) and data handling practices.
  • Knowledge of system design concepts (scalability, modularity, performance optimization).
  • Knowledge of workflow automation and electronic forms development.
  • Understanding of IT service management (ITSM) or project management processes.
  • Knowledge of data security and privacy practices, particularly in protecting sensitive information (e.g., student data).
  • Strong programming and scripting skills (JavaScript, HTML/CSS, and related web technologies).
  • Ability to analyze business requirements and design effective technical solutions.
  • Strong troubleshooting, debugging, and performance optimization skills.
  • Effective written and verbal communication skills.
  • Ability to manage multiple priorities and deliver within established timelines.
  • Ability to work both independently and collaboratively in a cross-functional team environment.
  • Ability to think strategically and architecturally, beyond immediate configuration needs.
  • Ability to adapt to evolving technologies, platforms, and priorities.

Minimum Qualifications

  • Experience working within a structured Software Development Lifecycle (SDLC), including requirements gathering, development, testing, and deployment.
  • Experience developing solutions within TeamDynamix or similar enterprise service management (ITSM/ESM/CRM) platforms.
  • Experience in application development, including forms, workflows, and automation.
  • Experience with data integration and API development, including REST, webhooks, and/or middleware (iPaaS platforms).
  • Experience gathering, analyzing, and translating business requirements into technical solutions.
  • Experience troubleshooting and supporting production systems and end-user environments.
  • Experience working with modern data structures and formats (JSON, XML, etc.).

  • Experience working in Agile or hybrid Software Development Lifecycle (SDLC) environments, including iterative development, continuous integration, and continuous delivery (CI/CD).
  • Experience supporting or leading system or platform migrations, including data migration, workflow reconfiguration, integration updates, and user transition to new technologies.
  • Experience working in a higher education or public sector environment.
  • Experience with database technologies, including writing stored procedures and working with data flows.
  • Proficiency in web technologies, including HTML, CSS, and related integration tools.
  • Experience developing forms, workflows, and configurations within TeamDynamix.
  • Experience with Customer Relationship Management (CRM) solutions (e.g., Salesforce, Dynamics 365, or similar), including configuration, integration, or data management.
