General Description

The Safety Manager is responsible for the development, implementation, management, coordination, and training of health, safety, and environmental safety objectives to ensure compliance with federal and state laws and regulations and to promote a safe and healthy campus environment. This position will assist the Director of the Office of Emergency Management and Safety (OEMS) with the overall environmental health and safety of college faculty, staff, students and visitors. This position is required to respond to incidents that may require professional safety liaison services or advice, under the supervision of the Director of OEMS.

Must be able to work non-traditional hours and may be required to respond to emergency incidents 24/7, when necessary.

This position is not eligible for telework.

Must be able to pass a fingerprint-based criminal background check.

Duties And Tasks

  • The Safety Manager is required to respond to incidents that may require professional safety liaison services or advice, under the supervision of the Director of OEMS.
  • Manage all College environmental health and safety programs including, but not limited to, fire safety, radiation safety, laboratory safety, hazardous materials handling, hazardous waste safety, industrial hygiene safety, asbestos safety, occupational health and safety, and environmental compliance.
  • Identifies hazards and takes corrective action to prevent injury, loss of life, or economic loss to the college.
  • Serve as the OSHA/VOSH representative for the College and ensure compliance with federal and state regulations and standards.
  • Monitors all current information on regulations and requirements related to hazardous materials and agents
  • Coordinates industrial hygiene, occupational, and general safety programs to ensure a safe environment and comply with safety standards.
  • Educate the college community on general safety and responds to questions concerning safety to ensure that employees are knowledgeable regarding safe working practices, investigating workplace accidents, fires, and chemical and radiation contamination incidents and implementing safety controls to prevent any future reoccurrences.
  • Conducts on-site reviews and audits of operations and buildings
  • Working in consultation with the Office of Emergency Management and Safety regarding emergency preparedness, the Office of Human Resources, Facilities Planning, Campus police the campus/college administration, academic departments and, other departments in assessing hazards and recommending improvements.
  • Required to respond to emergency incidents 24/7, if necessary.
  • Provide assistance as needed to the Director of OEMS, who is the primary trainer for the field training of new OEMS employees.
  • Serve as the College’s alternate liaison to national, state, and regional emergency management agencies and leaders.
  • Serve as the dedicated back-up to the OEMS Director in managing the OEMS/College response to various emergencies, as necessary.
  • Assist in the coordination/development of emergency planning, training/preparedness, recovery and response
  • Assist Director OEMS in performing the necessary functions to ensure the college is in compliance with all emergency management regulations.
  • This position oversees the Emergency Management Safety program and assists and supports the EM coordinators in accomplishing their respective missions.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSAs

KSA's/Required Qualifications

  • Working knowledge of regulations specific to occupational health including OSHA, EPA, and DEQ
  • Excellent oral and written communication skills.
  • Eligibility for certification in industrial hygiene, safety, or hazardous material management within timeframe determined by OEMS Director.
  • Solid computer skills, including experience with MS Office and e-mail.
  • Ability to work after hours, occasional weekends, nights and holidays to respond to emergency and non-emergency situations.
  • Ability to use technology to work and communicate remotely.
  • Ability to prepare technical reports.
  • Ability to assemble, correlate, and analyze information related to environmental health and safety.
  • Ability to collect, organize, retain, analyze, and produce information related to emergency management and response.
  • Ability to make effective presentations to large and small groups.
  • The ability to relate to and communicate with senior college/campus leadership, the Administrative Council, College governance, and employees at all levels; as well as external officers and agencies such as VDEM, local emergency management offices, FEMA, DHS, etc.
  • Ability to work well in teams, and network and develop effective working relationships with key individuals in staff and line positions throughout the College and within the emergency management profession.
  • Ability to execute the steps of the Homeland Security Exercise and Evaluation Program in conjunction with the College’s exercise and training program.
  • Ability to understand the mission and strategic direction of the College and the ability to translate that into planning and operational priorities.
  • Proven knowledge of all federal, state and local laws/regulations regarding safety issues.

Minimum Qualifications

  • FEMA Safety Officer certification
  • OSHA 30-hour General Industry certification
  • Radiological hazards training
  • Forensic Investigations for Hazardous Environments training
  • FEMA Professional Development Series (PDS) certification
  • Homeland Security Exercise and Evaluation Program (HSEEP) certification
  • Experience in emergency management, law enforcement, and/or fire services
  • Pass a background investigation
  • Pass the Criminal Justice Information Services (CJIS) background and training
  • Complete the Emergency Vehicle Operator Course (EVOC) within the first six months of employment
  • Relevant experience in the recognition, evaluation, and control of hazardous material and physical agents.
  • Experience in EHS industrial hygiene, safety, and environmental management.
  • Valid Driver’s License

Additional Considerations

  • Experience in a college or university setting
  • Experience in public agencies or working with public agencies
  • Demonstrated experience in fire inspection, radiation safety, asbestos abatement, industrial hygiene, or hazardous material handling
  • Experience in writing emergency plans
  • Experience in designing and developing emergency management training and exercises
