What are the responsibilities and job description for the Environmental Health Coordinator position at Virginia Dept of Health?

The Virginia Department of Health (VDH) is actively seeking to recruit an Environmental Health Coordinator. The position is located in the City of Richmond with the Office of Drinking Water (ODW) coordinating compliance and enforcement actions involving waterworks across the Commonwealth of Virginia.

This position will be responsible for reviewing waterworks’ monitoring and reporting data to identify compliance issues and potential violations of the Waterworks Regulations; working with field offices to initiate enforcement actions; assisting Environmental Protection Agency (EPA) on federal enforcement cases; working with EPA and ODW data personnel to assure data integrity; processing and responding to a quarterly enforcement targeting list from the EPA and preparing the Commonwealth’s required Annual Compliance Report for submittal to the EPA; and drafting policy documents in response to issues from the ODW field offices. This position will also assist with citizen-customer inquiries, responses to Freedom of Information Act (FOIA) requests, and communication to and from the Office of the Attorney General (OAG) and local Commonwealth’s Attorneys on civil and criminal cases, and with the ODW legislative team during the General Assembly and regarding the promulgation of new regulations.

Minimum Qualifications
The successful incumbent should possess the following:
  • Working knowledge of drinking water regulations.
  • Administrative process statutes, regulations and practices involving compliance and enforcement strategies.
  • Excellent oral and written communications skills.
  • Ability to perform independent research, develop analytical results from independent data sources.
  • Present information directly and clearly to both technical and public audiences.
  • Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Demonstrated ability to communicate effectively with central and field office staff, public, legislators, members of the legal community, and local and federal agencies.
  • Proven ability to maintain confidential data and deliver projects within assigned deadlines.


Preferred Qualifications
  • Prefer degree from an accredited college with major studies in hard sciences (environmental, biology, chemistry), engineering, or equivalent combination of related education, training and experience.

  • Experience utilizing databases including Microsoft Access and the State Drinking Water Information System (SDWIS).

Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions.
