Job Duties

Manages environmental programs within the district, focusing on intermediate- to long-term strategic actions such as planning, securing financial and staffing resources, and obtaining regulatory and public support. Oversees administrative and operational tasks, policy development, quality assurance, and supervision of staff across programs such as food safety, milk and frozen desserts, soils and sewage, air and noise, shellfish, drinking water, and wastewater. Requires 4B and, when applicable, 4C certifications for inspections or evaluations.

Minimum Qualifications

1. Ability to pass a pre-appointment criminal records check and a background investigation.
2. The incumbent must have VDH Standardized Food certification, DPOR conventional Onsite Soil Evaluator (COSE) certification, DPOR Alternative Onsite Soil Evaluator (AOSE), VDH Certified Milk Sanitation Officer certification, VDH Certified Food Safety Standardization Officer certification, VDH Certified Onsite Sewage System Technical Specialist certification, or National Shellfish Sanitation Program (NSSP) State Standardized Inspector certification as outlined for the Environmental Health Spec Sr. and Environmental Health Technical Specialist to perform inspections or evaluations.
3. Knowledge of all Environmental Health (EH) programs as well as epidemiology, leadership, and management principles.
4. Skills in program management, risk assessment, software automation, coaching leading, and supervision.
5. Written and verbal communication skills, with a focus on technical reports.
6. Ability to manage collaboratively complex, multifaceted EH programs, develop and manage teams, and create shared visions.
7. Ability to communicate effectively with staff, the public, and state and local government officials.
8. Ability to handle difficult and rapidly changing scenarios.
9. A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.

Additional Considerations

1. Degree with emphasis in public health, environmental health, or science, and additional education in management or administration.
2. NEHA Registered Environmental Health Specialist (REHS) credentialed.
3. Pertinent work experience and non-college training may substitute for formal education.
4. Experience with the Incident Command System (ICS).
