Job Description

This position assists in the delivery and facilitation of water programs through project management and coordination, policy development, technical support, and collaboration with programmatic partners. Provides development and implementation of one or more of the following: policies, regulations, guidance, grant guidelines, work plans, program manuals, technical procedures, and other technical tools for enhancing water program effectiveness.  Provides leadership, direction, and guidance to program staff, and ensures compliance with applicable statutes, regulations or grant guidelines, policies, commitments, and procedures.  This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. This position is funded by water annual permit fees and regulatory board application fees. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities

The primary responsibilities include identifying procedural, policy, guidance, and consistency issues and recommending implementation strategies to enhance program consistency in Central Office and throughout the regional offices. This position ensures that the commitments in the program and the timeframes in procedures and regulations are met.  Produces quarterly, semi-annual, and annual reports on water program activities, as needed.  Coordinates staff review of correspondence, reports, plans, and permits to ensure conformance to and consistent application of procedures, regulations, work plans, sound engineering and ecological practices, and pollution prevention approaches.  Responds to requests for technical and regulatory assistance from staff, regulated community, program partners, consultants, and the public for complex projects and/or enforcement cases.  Provides guidance and training in the technical and regulatory aspects of water programs. Evaluates programs for effectiveness and efficiency and conformance to state/federal laws/regulations and guidelines.

Qualifications

  • Combination of education or training with major coursework in environmental science or engineering, biological or ecological sciences, hydrology, soil science, aquatic ecology, restoration ecology, hydrology and hydraulics natural resource management or related fields or a combination of education and experience demonstrating an equivalent technical background. 
  • Demonstrated understanding of the technical and legal requirements of the Clean Water Act, State Water Control Law, and DEQ water program processes such as water permitting, water quality continuous planning, or water supply planning. 
  • Demonstrated experience in DEQ water program processes is desirable.
  • Experience with state/public participation guidelines; demonstrated experience in developing, evaluating or implementing procedures and/or guidance. 
  • Demonstrated knowledge of the Administrative Process Act.
  • Demonstrated ability to effectively use computer systems and software to include Microsoft Office products.  
  • Demonstrated knowledge, skills, and abilities in project management and workflow/business process management. 
  • Demonstrated ability to respond to problems by identifying issues and proposing alternative solutions; seeking to correct the underlying causes of problems rather than the symptoms. 
  • Strong analytical skills, organizational skills, negotiation skills, facilitation skills, and interpersonal skills. 
  • Must be able to work independently with minimal supervision, as well as be an integral part of a fast-paced, productive team. 
  • Must be able to work with multiple stakeholders as necessary to resolve issues while being efficient, transparent, fair and consistent.
  • Demonstrated experience in effective communication, both orally and in writing, with various levels of stakeholders. 
  • Demonstrated experience with data analysis, and basic statistics.
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
