Job Description

This position will provide guidance, technical assistance, expertise, and oversight of assigned local governments in their design and implementation (including any program revisions) of locally adopted Chesapeake Bay Preservation Act programs, in compliance with state law. This position will also review, evaluate, and report on local program compliance and consistency with the Chesapeake Bay Preservation Act and its promulgated regulations and provide oversight and supervision in assigned programmatic areas. The CBPA Liaison will assist with the development and execution of outreach and assistance to local governments and other entities within the Chesapeake Bay Watershed on the Chesapeake Bay TMDL Phase III Watershed Implementation Plan; and utilize their local government expertise in assisting as needed with Chesapeake Bay TMDL and other issues. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities

This position is primarily responsible for being a liaison to assigned local governments for Chesapeake Bay Preservation Act consistency, compliance, oversight, tracking and review, providing technical assistance, communication to assigned localities upon request. This position will also provide general Chesapeake Bay Preservation Act program support, and reviewing of Federal and State Plans (EIRs, EISs, JPAs, etc.).

Qualifications

  • Knowledge of Chesapeake Bay Preservation Act and associated regulations; and other State and Federal water quality statutes, regulations and policies.
  • Knowledge of and competency in working with or administering local government land development ordinances and comprehensive plans.
  • Knowledge and understanding of water resource management or environmental planning.
  • Knowledge and/or experience in urban and regional planning, land use management, zoning, land development and stormwater management.
  • Ability to work independently under tight deadlines and on multiple projects, by applying time management and organizational skills.
  • Demonstrated excellent verbal and written communication skills and good negotiating skills.
  • Combination of education, experience, or training in urban, environmental, local or regional planning or land use (zoning) administration and water quality.
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
