Job Duties
The Virginia Department of Education is looking for a Child Care Operations Coordinator to support the effort to build and strengthen a unified vision for Virginia’s public-private early childhood care and education system by providing cross-agency administrative oversight of the Child Care Subsidy Program (CCSP), which helps Virginia families afford high-quality child care.
The Child Care Operations Coordinator would be expected to:

The Virginia Department of Education is looking for a Child Care Operations Coordinator to support the effort to build and strengthen a unified vision for Virginia’s public-private early childhood care and education system by providing cross-agency administrative oversight of the Child Care Subsidy Program (CCSP), which helps Virginia families afford high-quality child care.
The Child Care Operations Coordinator would be expected to:
- Support the successful growth of the CCSP through effective partnership with the Virginia Department of Social Services, the Director of Early Childhood Access and Enrollment, and the Associate Director of Enrollment.
- Collaborate with program staff representing Head Start, the Virginia Preschool Initiative, the Mixed Delivery Preschool Grant Program, and ECSE to maximize access to full-day, full-year, publicly-funded slots across the ECCE system.
- Assist in the implementation of VQB5 by improving quality of local, regional public, and private early childhood education program models designed to improve children’s readiness for school, with a focus on those in community-based settings.
- Develop and implement inter-agency project plans to accomplish key policy priorities in the CCSP.
- Draft policy and regulations related to child care functions in collaboration with the Director and Policy Office.
- Review and approve all VDSS-drafted communications to CCSP vendors, families, and local caseworkers.
- Serve as the point of contact for posting and updating relevant programmatic information on VDOE’s website.
- Support the Executive Director of Early Childhood Access, Enrollment, and Policy to maintain and update the interagency Memorandum of Agreement for activities funded by the Child Care and Development Block Grant.
- Extensive knowledge and understanding of child care policy and practice required, especially knowledge of the Child Care and Development Block Grant (CCDBG) or the Child Care and Development Fund (CCDF).
- Knowledge and understanding of child development and quality measurement and improvement.
- Knowledge of other early childhood programs in the Commonwealth, including the Virginia Preschool Initiative and Mixed Delivery Preschool Grant Program.
- Proficiency and experience in preparing programmatic documents or guidelines.
- Experience managing large projects with multiple team members.
- Proficiency and experience in creating and implementing project management tools.
- Experience building and managing relationships with multiple stakeholders.
- Ability to anticipate challenges and develop strategies to mitigate impacts to families or providers.
- Ability to analyze and define problems and apply problem-solving techniques to complex program administration issues.
- Use problem-solving skills to draft internal and external communications, facilitate meetings with diverse stakeholders, and propose solutions that lead to the continued growth and strength of the CCSP.
- Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation.
- Strong attention to detail, organizational skills, and project management skills.
- Ability to use word processing, spreadsheets, presentation software, and online data collection systems.
- Experience communicating complex information to a variety of audiences and stakeholders.
- Ability to travel statewide to facilitate relationship building with diverse stakeholders.
- Graduation from an accredited college or university or an equivalent combination of education and experience.
- Experience in administering child care, publicly-funded preK programs, state grants, federal grants, and contracts.
- Understanding of policies, processes, and procedures in local departments of social services.
- Extensive knowledge and understanding of the Child Care Subsidy Program.
- Experience with state or local early childhood program administration.
