Job Duties
The Child Care Finance Specialist role is critical and to ensure financial integrity and fiscal accountability of all federal and state funds used in the operation of the Child Care and Development Fund (CCDF) and related federal relief funding sources for child care, and for ensuring compliance with all applicable regulations; to develop, implement and maintain internal controls of all Child Care and Development Funds. This position will also perform work of varied and considerable difficulty requiring advanced data collection, analysis, forecasting, tracking and analyzing budgets, financial systems, data, revenues and expenditures; to prepare, analyze and submit complex budgetary and financial reports monthly, quarterly, and annually in accordance with applicable federal and state regulations; to be the subject matter expert in all CCDF Financial management; and to participate in research and special projects. This position will work in close Collaboration with program and grants staff in the Division of Early Childhood Care and Education.

Minimum Qualifications
- Considerable knowledge of fiscal and accounting functions and operations for governmental entities;
- Considerable knowledge of automated financial systems such as Oracle Financials payables, and the Commonwealth Accounting and Reporting System (Cardinal);
- Considerable knowledge of the Appropriations Act and the Commonwealth Accounting Policies and Procedures (CAPP) Manual;
- Working knowledge of the Child Care and Development Fund;
- Demonstrated experience with the use of MS Excel and MS Access/Toad or other SQL tool;
- Demonstrated ability to interpret, analyze and explain complex federal laws and regulations;
- Demonstrated ability to prepare and/or review financial reports required by state and federal entities and explain comprehensive evaluations of financial trends;
- Ability to provide leadership and technical assistance related to financial management of Child Care and Development Fund;
- Ability to define problems and apply problem-solving techniques to complex issues;
- Ability to communicate effectively and present complex information to both professional and lay persons verbally and in writing;
- Ability to effectively manage multiple assignments simultaneously and meet critical deadlines;
- Ability to exercise considerable discretion and judgment in making recommendations related to the allocation of funds, payment rates, and expenditures or investments;
- Demonstrated ability to work independently as well as with other team members.
- Experience determining funding source compliance, analyzing, reconciling, evaluating, and monitoring budget/financial transactions;
- Experience in federal grant reporting;
- Experience using and reporting from relational databases.
- Degree in accounting or related field or an equivalent combination of education and experience;
- Recent experience in a governmental regulatory environment interacting with local governments and/or the public;
- Experience determining funding source compliance, analyzing, reconciling, evaluating, and monitoring budget/financial transactions;
- Experience in federal grant reporting
