Position Overview
The Virginia Community Action Partnership is seeking a Deputy Executive Director to lead the external statewide projects and relationships and manage the team that delivers the operational capacity to deliver these initiatives that drive VACAP’s mission to create economic opportunity and mobility from poverty across Virginia. This role is ideal for a collaborative leader passionate about growing the external and internal capacity of the association to serve its mission. The successful applicant will report directly to the VACAP President & CEO and will have the opportunity to work in an entrepreneurial, collaborative and growing work environment.
VACAP is the statewide membership association for Virginia’s thirty-one non-profit private and public community action agencies. VACAP’s mission is to build the capacity and competencies of Virginia’s Community Action Agencies to achieve their mission of creating economic opportunities and facilitating mobility from poverty for the people of Virginia. At VACAP, we are committed to a future in which all of Virginia’s Community Action Agencies are high impact, and people and places across Virginia are thriving. Currently VACAP’s core grant programs are funded by a mix of membership dues, grant funding, sponsorships and entrepreneurial program income.
VACAP provides a competitive salary and benefit package that includes health and dental insurance, long and short-term disability, life insurance, 14 paid state/federal holidays, 30 days of paid time off (PTO) per year and 9% employer 403b contributions with no match requirement. Hiring Range: $120,000 minimum, negotiable depending upon experience. This position is also eligible for a performance bonus incentive.
Deputy Executive Director - Job Description
Virginia Community Action Partnership (VACAP)
The Deputy Executive Director helps lead VACAP’s strategy, operations, and program/grants portfolio in close partnership with the President & CEO. This role provides executive-level support to strengthen VACAP’s statewide impact, to grow and steward financial resources, and to ensure strong internal systems that enable high-performing service to VACAP’s membership of Virginia’s Community Action Agencies.
The Deputy Executive Director collaborates with the CEO and leadership team to advance VACAP’s vision and to present strategic options and recommendations to the VACAP Board. As part of a small, mission-driven organization, the Deputy Executive Director works across functions—programs, policy, partnerships, fundraising, and operations—to ensure initiatives are well-designed, well-resourced, and well-executed.
The Deputy Executive Director directly supervises the VACAP Grants Program Manager and provides shared oversight of key operational functions with the CEO to ensure strong internal capacity and excellent service to members.
Key Duties and Responsibilities include but are not limited to:
·Serve as a senior leader on VACAP’s executive team, partnering with the President & CEO to set organizational priorities and translate strategy into workplans, timelines, and deliverables.
· Provide leadership across VACAP’s program, policy, and grants portfolio—ensuring clear goals, strong partnerships, and measurable outcomes aligned with the Promise of Community Action.
· Supervise and support the VACAP Grants Program Manager to ensure grants compliance, timely reporting, high-quality program delivery, and continuous improvement and innovation across initiatives.
· With shared oversight alongside the CEO, guide the VP of Operations in implementing core HR, IT, and fiscal contracts, and in designing and implementing new systems and process improvements.
· Provide shared oversight and strategic support for the Virginia CASH Campaign, ensuring coordination, performance management, and alignment with VACAP’s mission and member needs.
· Lead and/or oversee the implementation of major statewide initiatives and grant programs (e.g., diaper distribution and wraparound services collaborative projects; food access initiatives), including partner support, contracting oversight, and quality assurance.
· Support fundraising and resource development with the CEO, including identifying opportunities, cultivating funders/partners, developing proposals, and stewarding relationships.
· Strengthen statewide relationships with Community Action Agencies, state partners, and aligned organizations through convening, training, and strategic communications.
· Represent VACAP through presentations, meetings, and speaking engagements; contribute to written communications such as policy updates, member communications, and public-facing materials.
· Partner with the shared Executive Assistant to support scheduling, preparation, and follow-through on CEO/Deputy priorities, ensuring clear handoffs and timely progress across the organization.
Salary : $120,000
