Position Overview  

The Data Quality & Reporting Analyst plays a foundational role in strengthening how the Program uses data to support decision-making, improve operations, and ensure responsible stewardship of resources to the families the Program serves. This role is primarily responsible for organizing, structuring, validating, and maintaining high-quality program data, and translating that data into clear, practical reporting that supports case management, policy development, program quality, and leadership decisions. 

This is a hands-on, build-oriented role in an environment where data exists across multiple sources and formats. The Analyst will help establish and manage reliable sources of truth, improve data accuracy, and build the foundation for long-term data literacy across the organization. Reporting to the Chief Program Officer, this position is Exempt under the Fair Labor Standards Act (FLSA). 

Duties & Responsibilities: 

Core Duties 

  • Establish and manage sources of truth for key program data (participants, services, costs, utilization) 

  • Perform ongoing data validation to identify and resolve inconsistencies, gaps, and duplications 

  • Ensure a high standard of data accuracy and reliability across all reporting outputs 

  • Introduce practical data governance practices, including: 

  • data definitions and business glossaries 

  • data accuracy and validation rules 

  • ownership, access and update processes 

Interim Data Structure & System Transition Support 

  • Design and build interim datasets or lightweight databases to organize program data in a usable and scalable way 

  • Prepare and structure data for migration into a new system 

  • Partner with internal teams and vendors to ensure data is: 

  • well-defined 

  • logically structured 

  • aligned with program workflows and reporting needs 

  • Play an active role in shaping how data is defined, categorized, and used in the future system 

  • Help ensure continuity of data accuracy and sources of truth during system transition 

Reporting & Operational Insight 

  • Develop and maintain a set of core, repeatable program reports, including: 

  • utilization (services, frequency) 

  • cost (per participant, per service category) 

  • trends over time 

  • Use tools such as Excel (advanced), pivot tables, and/or SQL to generate reliable reporting 

  • Ensure reports are: 

  • consistent 

  • easy to interpret 

  • grounded in validated, high-quality data 

  • Continuously improve reporting to better support decision-making across the program 

Decision Support Across Program Functions 

  • Support Program functions by identifying: 

  • outliers 

  • high-cost cases 

  • unusual patterns 

  • areas of high utilization 

  • recurring exceptions or inconsistencies 

  • typical ranges 

  • comparative data 

  • Respond to targeted data questions while reinforcing reliance on standardized, trusted data sources 

Data Interpretation, Literacy & Communication 

  • Translate data into clear, practical insights for a variety of stakeholders 

  • Promote data literacy across the program by helping staff: 

  • understand key metrics 

  • interpret reports correctly 

  • use data appropriately in decision-making 

  • Clearly communicate data limitations, including: 

  • incomplete or inconsistent data 

  • small sample sizes 

  • situations where conclusions should be interpreted cautiously 

  • Help stakeholders understand both: 

  • what the data shows 

  • and what it does not support 

Qualifications: 

  • Experience restructuring datasets from inconsistent formats or combining multiple data exports into a unified structure. 

  • Advanced proficiency in Microsoft Excel, including: 

  • pivot tables 

  • data manipulation 

  • structured datasets 

  • Demonstrated experience with: 

  • data validation 

  • improving data accuracy 

  • organizing data across multiple sources 

  • Strong attention to detail and commitment to data integrity and reliability 

  • Familiarity with data governance practices (data definitions, validation, source-of-truth management) 

  • Ability to work independently in a build and design environment with evolving requirements 

  • Exposure to system implementation or data migration efforts preferred.  

Education & Experience: 

  • Bachelor’s degree is required. Degrees in a related field such as Business Analytics, Information Systems, Healthcare Administration, Public Health, Economics, or a similar discipline is preferred. 

  • 3-5 years of related work experience  with messy, real-world datasets and improving data quality, structure, and usability  

  • Experience with SQL or similar tools for querying and organizing data (preferred but can be developing) 

  • National organizational memberships preferred. 

  • Advanced certifications preferred.
