Position Summary
The Village of West Alexandria is seeking a Part-Time Village Administrator to serve as the chief administrative officer of the Village. This position is responsible for the overall management of municipal operations and the administration of public services in accordance with Ohio Revised Code (ORC) Section , ORC 731.10, and Village Ordinance No. 946.
The Village Administrator plays a critical role in implementing policies established by the Mayor and Village Council, coordinating village departments, supporting economic and community development, and ensuring compliance with applicable laws and regulations. This position is designated as part-time and shall not exceed 20 hours per week, as authorized by Village Council.
Key Responsibilities
Administrative Leadership
- Ensure enforcement of all applicable laws, ordinances, and resolutions of the Village in accordance with ORC
- Supervise and coordinate the activities of all Village departments to ensure efficient and effective operations
- Assist the Mayor and Village Council in the development and implementation of policies and strategic plans
- Prepare and present administrative reports, recommendations, and updates to Village Council
Public Services Management
- Oversee the operation and maintenance of public utilities, including water and wastewater systems
- Manage streets, alleys, sidewalks, parks, and other public properties
- Ensure compliance with environmental, safety, and health regulations affecting municipal services
Economic & Community Development
- Develop and implement strategies for economic growth and community development
- Serve as the primary point of contact for developers, businesses, and governmental agencies
- Assist with development projects, grant applications, and intergovernmental coordination
- Promote the Village's assets, opportunities, and long-term goals
Personnel & Department Coordination
- Oversee personnel functions as authorized by the Mayor and Village Council
- Support hiring, training, performance evaluation, and discipline of Village employees
- Encourage cooperation among departments and resolve operational issues
Budget & Fiscal Oversight
- Assist the Fiscal Officer in preparing the annual Village budget
- Monitor expenditures and revenues to ensure fiscal responsibility
- Pursue grants, partnerships, and alternative funding sources
Public Relations & Community Engagement
- Represent the Village at meetings, conferences, and public forums
- Respond to citizen concerns and inquiries in a professional and timely manner
- Promote transparency and effective communication between the Village and the public
Minimum Qualifications
- High School Diploma or equivalent (required)
- Associate's Degree in Business, Engineering, Political Science, or a related field (preferred)
- Minimum of 5 years of progressive experience in municipal management, public administration, or a related field
- Working knowledge of the Ohio Revised Code related to municipal governance
- Experience with budgeting, financial management, and grant writing
- Strong leadership, organizational, and communication skills
Compensation & Benefits
Compensation and benefits for this position are established by the Mayor with the approval of Village Council in accordance with Village Code §31.077.
The current compensation package includes:
- Annual salary (part-time)
- Paid leave including sick leave, vacation, and holidays
- Enrollment in the Ohio Public Employees Retirement System (OPERS)
