The Community Development team includes a staff of 16 full-time professional and administrative staff. The team consists of (2) Building Inspectors, (2) Code Enforcement Officers, Health and Consumer Protection Officer, (1) Building Permit Coordinator, (3) Building Permit Technicians, Senior Planner, Associate Planner, Zoning Administrator, and Assistant to the CD Director. The Community Development Director will lead the team, assisted by a Building Official and Planning Manager, in overseeing the day-to-day operations of the department.

We are currently seeking a talented & motivated individual to become a key member of our collaborative, forward thinking Community Development Department, serving in the key role of Planning Manager to oversee the planning division operations.

Key Responsibilities

Under general guidance of the Community Development Director, the Planning Manager is responsible for the administration of the village's long-range planning, current planning, and interpretation of the village's zoning ordinance. This position also handles the coordination of special projects, including special planning studies, communicating with various planning-related groups, preparing reports, and other such projects. The Planning Manager also functions as staff liaison for Tinley Park’s Plan Commission and Zoning Board of Appeals.

This position directs, supervises, and coordinates daily activities of the planning division with a staff of 2 planners and a zoning administrator. Responsibilities include planning, assigning, and reviewing the work of assigned staff, ensuring adherence to rules, regulations, policies, and procedures, and reviewing and discussing work progress and scheduling with subordinates and making necessary adjustments. Oversees the preparation and administration of village ordinances regulating site and structure design of development within the village. Reviews petitions for re-zonings, annexations, text amendments, and special use permits along with providing information to the general public, developers, and other interested parties regarding the development review process, zoning questions, and other related matters. Performs technical review, analysis, and evaluation of development matters of compliance with the comprehensive plan, zoning ordinance, planning, and land use codes, policies, and programs.

This position also serves as project manager for complex planning projects managing consultant contracts including determining scope of work and budgets. Performs field studies of properties to facilitate the development of planning design work, studies, and maps depicting the general character of the area. Oversees long range and current planning activities including the monitoring and implementation of long-range plans, sector planning, and project review and evaluation for compliance with long range plans, policies, and codes all while coordinating village efforts regarding the long range and current planning issues with other governmental agencies. Provides information and recommends policy changes on land use applications, ordinances, codes, plans, and related planning programs, services, or regulations to architects, engineers, developers, contractors, owners, community groups, and interested persons.

Further, this position acts as an advisor to the Village Manager, Community Development Director, Village President, and Board of Trustees on matters related to planning, zoning, and other developments. Provides staff support to the Tinley Park Plan Commission and Zoning Board of Appeals coordinating the preparation of planning reports and supporting data, including recommendations or various current and long-range planning proposals. Represents the village on various boards and organizations on the local, regional, and state levels. Makes presentations and explains recommendations on planning-related issues at Village Board, committee, and commission meetings as required. Prepares monthly reports for the Community Development Director. Coordinates with the Village Manager, Community Development Director, and Village Attorney regarding preparation of annexation agreements and the annexation process, administration of incentive programs, and the preparation of individual incentive agreements.

Additionally, this position also reviews the capital plan to identify the degree of conformance of the capital plan to master plan goals, administers and enforces the village’s flood plain ordinance and flood plain management program, and prepares/directs the preparation of grant applications for land acquisitions and development for state and federal grant programs.

Qualifications, Knowledge, Skills

This position requires a Bachelor’s degree from an accredited four-year college or university in Urban Planning, Business, Public Administration or a related field. A Master's degree is preferred. A minimum of (5) years of experience in urban planning with at least three (3) years in a supervisory capacity. A valid Driver’s License is also required. Must be familiar with GIS software used in planning and development work. AICP is highly preferred.

The ideal candidate will possess an outstanding work ethic, positive attitude, and be self-motivated. They will be familiar with principles, practices, and objectives of municipal government and urban planning. They will be able to conduct thorough research in order to prepare clear, concise and comprehensive reports. They will be an excellent communicator and demonstrate solid written and presentation skills. Previous experience with significant development projects is a huge plus. Must be able to work collaboratively and effectively communicate technical and non-technical information providing a high level of customer service.
