Job Summary
We are seeking a highly skilled and detail-oriented Treasurer to oversee the financial activities of the village under the administrative direction of the Commissioner of Accounts & Finance; is responsible for accounting and fiscal functions of the municipality; works closely with the Village Clerk and all departments within the village in monitoring areas of financial responsibility; provides oversight to cash management and investment activities; assists outside auditors with the preparation of the annual audit; plans, organizes and directs general ledger accounting including payroll, accounts payable, and receivables; establishes and oversees accounting procedures and internal controls for cash receipts and disbursements, fixed assets, fund balances, and investment policies; prepares monthly treasurer's reports; oversees TIF accounts; responsible for writing grant proposals; assists the utility billing department; works with the general public on a daily basis; answers phones; attends twice monthly village council meetings.
SKILLS
Ability to retain confidentiality of village employment, personnel, and financial matters.
Skilled in use of a computer, calculator, telephone, fax machine, copy machine.
Proficiency in software programs used by the village.
Good interpersonal skills
Considerable knowledge of the theory and practice of government finance, treasury, and cash management functions.
Ability to define problems, collection of data, establishing facts and drawing valid conclusions.
Ability to maintain a professional demeanor when dealing with the public.
Ability to take control of situations in a responsible manner.
Ability to comprehend, retain and apply County, State, and Federal policies and legislation, i.e., local ordinances, procedure manuals, codes, etc.
Ability to communicate effectively with other members of the staff, elected officials, and the public.
Ability to communicate in both written and verbal form.
Accounting background with experience in government accounting strongly desired.
REQUIREMENTS
· Attendance at twice monthly evening council meetings required.
· Must be able to obtain security bonding within 30 days of hire.
· Must become a member of the Illinois Municipal Treasurer's Association (IMTA) and attend annual training conference.
Schedule:
- Monday to Friday, 8:00 a.m. to 4:00 p.m. (35 hours per week; unpaid lunch hour daily)
Pay: $ $28.00 per hour
Expected hours: 35.00 per week
