Under general direction manages, administers, and directs all aspects of Ruidoso Parks and Recreation Department. Regular work hours are from 8:00 am to 5:00 pm, however, hours will be determined by whatever is necessary to do a quality job. This may include nights, weekends, and holidays. This position entails independent judgment and the ability to work with and oversee others to accomplish program goals and objectives and integration of programs, services and activities. This is an exempt position.

Job Title Summary

This position directs, and manages parks, recreation, and special events, and administration that improve the quality of life for our residents. The Assistant Director of Parks and Recreation reports directly to the Director of Parks and Recreation. The Assistant Director of Parks and Recreation direct personnel, budget, cemeteries, park and building maintenance, trails, aquatics, main street maintenance, The Billy the Kid Visitor Center, sports and recreation programs, special events, youth programs, and other functions of the Village of Ruidoso Parks and Recreation Department. During temporary absence of Director may serve as acting director of the department and shall be available to administration as needed. Essential Job Functions

  • Develops and implements policies and procedures to advance the department’s mission, goals, and objectives.
  • Responsible for the daily maintenance operations in the area of cemeteries, parks, main street, restrooms, building maintenance and the Billy The Kid Visitor Center.
  • Supervises employees and oversees the schedules of the maintenance work for the Village in the areas including but limited to, parks, sports fields, lake, cemeteries, main street, building maintenance, grant projects, grounds maintenance and the swimming pool, tennis courts, playground/equipment, right of ways (ROW’s) and other Village owned property, undeveloped parkland, trails, pathways and sites
  • Makes recommendations during the preparation of the budget for parks, cemeteries, recreation services, building maintenance, main street maintenance, etc.
  • Oversees and manages vehicle and equipment maintenance for the department
  • Keeps all department records pertaining to vehicle, equipment maintenance, and
  • service records
  • Coordinates with other Village departments to utilize equipment and vehicles
  • Determines and recommends to the Director of Parks and Recreation levels of staff and equipment needed to effectively provide services to the Village.
  • Oversight of Joint Use Agreements, Memorandum of Understanding (MOU’s) with vendors, contractors and the Ruidoso Municipal School District.
  • System administrator of the Tyler Cemetery software program.
  • Oversight of special event application process.
  • Responsible for the pool, sports events, athletic programs, special projects and events. This includes supervising recreation and aquatic staff; oversees the schedules of the employees working in parks, recreation, special events
  • Responsible for selling cemetery plots and maintaining cemetery records
  • Responsible for the CPSI inspections and record keeping of all Village owned playground equipment. Directs and ensures the proper planting and upkeep of the landscape for Village owned properties.
  • Recommends to the Director of Parks and Recreation the hiring, firing, and progressive steps of disciplinary action of employees. Responsible for accurate completion and review of all performance evaluations of staff supervised by this position at least annually or more often if needed.
  • Oversees/handles all departmental safety issues, organizes safety classes, holds training meetings with department staff and effectively implements safety policies/procedures and ensures that staff are properly trained. Notes potential job safety hazards and recommends viable means of elimination.
  • Responsible for as staff liaison and oversight of the New Mexico Keep Ruidoso Beautiful Program, Billy the Kid Visitor Center, Wilderness Camp, the Cemetery Board
  • Collaborate with Boys and Girls Club and community sport organizations.
  • Ensures that equipment, awards, and routine and special supplies and ordered
  • Ensures that deposits of departmental revenue are prepared by type, account number and division
  • Responds to inquiries, questions, and requests for information.
  • Ensures excellent customer service.
  • Responsible for ensuring a productive and positive work environment.
  • Ensures confidentiality of customers and coworkers.
  • Notifies the Director of Parks and Recreation of any real or perceived problems related to the department.

Other Responsibilities or Job Requirements

  • Ensure that employees keep timesheets based on actual hours worked
  • Ensures that employee timesheets are submitted accurately and timely
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Reports any suspected fraud and/or abuse to the Parks and Recreation Director
  • Ensures any reports of harassment are immediately reported and appropriate actions are taken.
  • Attend meetings, trainings, and workshops as needed

Qualifications

  • Associate’s degree (A.A. Degree) in parks, recreation and leisure services or related field and two years of full-time work experience in the parks and recreation profession, High School education or equivalent with ten years of full-time work experience in the field of parks and recreation required.
  • Preferred municipal government experience with Parks and Recreation.
  • Six years Supervisor Experience required.
  • Valid New Mexico driver’s license.
  • Must obtain New Mexico pesticide applicators license category 3A and B within first six months of employment.
  • Must obtain CPR/First Aid/AED certifications within one year from date of hire.
  • Possess ability to evaluate operations and programs to determine if they meet community needs.
  • Excellent communication and organizational skills required.
  • Must be able to pass criminal history checks.
  • Must be willing to take and pass a drug/alcohol test and comply with agency “Drug Free” Policy.
  • Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.

Physical Demands

  • Frequently required to sit, talk or hear.
  • Frequently required to stand, walk, run, use hands to finger, handle, or operate objects, controls, or computer or office equipment.
  • Occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch, and crawl.
  • Occasional pushing, pulling, lifting and/or moving up to 25 pounds.

Work Environment

  • Possess ability to adapt to inclement weather conditions and/or situations.
  • May work a fairly irregular schedules, long hours, weekends, and holidays.
  • Noise level could be moderate to loud in work environment

Travel Requirements

  • Normal to heavy travel on a regular basis in and out of the local area.
  • Must be able to travel by air as needed to attend training, conferences, and related activities.
  • Overnight travel as required.

Knowledge Of: Parks and recreation methods, techniques, and practices including sports, recreation, aquatics, parks maintenance, building maintenance, senior centers, and cemetery operations; Ruidoso Municipal Code pertaining to parks, recreation, and cemeteries.

Skills To: Establish and maintain routine working relationships with citizens, public officials, outside agencies, businesses, and employees; Understanding, interpreting, and implementing policies, practices, complex laws, procedures and guidelines such as those of the Village of Ruidoso, New Mexico Recreation and Parks Association (NMRPA) and the State of New Mexico.

Ability To: Develop, implement, and maintain policies, goals and procedures for the Parks and Recreation Department; Balance a variety of duties, prioritizes, and meets deadlines required; push, pulls, lifts and/or moves up to 25 pounds without assistance or 50 pounds with assistance; Maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time and driving or riding in vehicles; Squat or bend on a regular basic; Walk long distances or for a prolong period of time; Drive, occasionally long distances; Perform duties and adapt to flexible work schedules/may be called when needed; Work in stressful environment and deal effectively with stress and priorities.
