What are the responsibilities and job description for the Fire Lieutenant position at Village of Pinehurst?
An employee in this class participates in the operations of fire suppression and incident response personnel and operations. The employee participates in incident response, including emergency medical, operation of fire apparatus, firefighting, technical rescue, hazardous materials response/mitigation, and equipment and facilities maintenance. The employee also participates in incident response and fire suppression training. Work requires that the employee stay abreast of state-of-the-art fire suppression and rescue procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. Ability to make effective decisions under pressure is required in all aspects of work, particularly in operating apparatus during fire response. Work is performed under regular supervision of the Fire Captain and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of work completed. Acts in the role of company officer in the absence of the station Captain including assuming responsibility for the supervision of personnel and completion of assigned tasks.
SAFETY:

Graduation from high school supplemented by completion of courses and seminars in fire service and considerable experience in a fire service or an equivalent combination of experience and education.
- Responds to alarms and participates in incident response including firefighting operations, operation of fire apparatus and other equipment as required, responds and participates in remediation activities of chemical spills, hazardous materials, and other related incidents, and responds and provides technical rescue services.
- Responds to and provides care for emergency medical incidents as an EMT.
- Drives apparatus to incident scene, properly places apparatus to establish water supply or other needs, ensures proper operation and pressure of hoses, issues equipment and monitors radio traffic for necessary response, and returns fire apparatus and related equipment to service after incident response.
- Participates in fire inspections and preplans as assigned to enforce the fire safety provisions of the state building codes.
- Inspects station, and equipment for proper appearance and condition, and performs cleaning and maintenance on station and grounds.
- Performs maintenance and cleaning of fire apparatus, equipment, station building, hydrants, hose lines, and related facilities, equipment and supplies.
- Assists with the preparation fire reports; prepares and maintains a variety of manual and digital records and reports; participates in special projects as required.
- Participates in in-service training programs and onboards and trains new employees.
- Participates in fire safety educational programs; leads station tours and performs car seat installations and safety checks.
- May perform special assignments or projects requiring the leadership or coordination of others such as SCBA maintenance and repair, radio equipment maintenance and repair, building maintenance, hydrant maintenance, hose line testing and maintenance, etc.
- May be assigned to serve as Fire Captain in the absence of the company officer.
- Performs other duties as assigned.

Physical Requirements
- Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motion.
- Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- Must possess visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.
- Subject to inside and outside environmental conditions. Subject to extreme cold below 32 degrees and heat temperatures above 100 degrees for periods of more than one hour.
- Work is subject to noise to require shouting in order to be heard above the ambient noise level.
- Subject to Hazards including a variety of physical conditions, such as proximity to moving mechanical part, moving vehicles, electrical current, working on scaffolding and high places. Exposure to high heat and/or chemicals.
- Work is subject to atmospheric conditions where one or more of the following conditions exists: fumes, odors, dust, mists gases or poor ventilation.
- Work is subject to oil exposures and other fluids.
- Work requires PPE and respirator to be worn.
- Work is subject to infectious diseases.
Special Requirements
Possession of a valid North Carolina class B driver's license or equivalent. Possession of NC Firefighter, Driver/Operator: Pumps, Emergency Vehicle Driver, and Hazardous Materials Responder I certifications. Possession of Emergency Medical Technician (EMT-B) certification. Ability to meet other department specific career development policy guidelines, and Village specific requirements.
