Assistant Civil Engineer or Assistant Village Engineer


This position will be filled as either an Assistant Civil Engineer or Assistant Village Engineer depending upon the needs of the Village and the qualifications of the selected candidate.

This position assists with the planning, design, bidding, construction, inspection and maintenance of capital construction projects, including sanitary and storm sewers, water mains, streets and roadways, sidewalks, curbs, parking lots, street lighting and fiber optic telecommunications. Provides technical assistance to support all divisions within Public Works and works with management personnel to plan, evaluate and assist in the development and administration of projects and programs.

If filled as an Assistant Village Engineer, this position also works in close cooperation with the Community Development Department to review and inspect private developments within the Village. This position assists the Village Engineer in managing the Engineering Division and serves in the same capacity in their absence.


Job Description:
Essential job functions include, but are not limited to:

  • Prepares plans, specifications and bid documents for various infrastructure projects.
  • Performs construction oversight and administration, including preconstruction meetings, pay estimates, change orders, stakeholder communication and progress updates. Assures conformance with plans and specifications and advises appropriate personnel of variances needing correction.
  • Interacts with the public during construction projects and responds to inquiries and complaints. Aids in problem solving and developing solutions for customer satisfaction.
  • Maintains detailed project documentation.
  • Reviews preliminary and design surveys to assure project control.
  • Conducts site investigations, topographic surveys and traffic studies.
  • Manages various resident cost sharing programs, including resident communication, application material review, coordination with other Village departments, inspection of work for conformance with program guidelines, and reimbursement approval and issuance.
  • Assists with conducting investigations, surveys and analyses for technical reports and grants. Identifies and applies for grants.
  • Assists with the budgetary planning process and provides technical expertise and analysis for the Capital Improvement Program.
  • Conducts investigations, surveys and analyses for technical reports and grants. Prepares material and quantity estimates and cost estimates when necessary.
  • Assists with the management of outside regulatory agency permits and coordinates with such agencies.
  • Assists with snow plowing and ice control operations as needed.


Assistant Village Engineer performs all responsibilities listed above in addition to:

  • Participates in the development and implementation of the Division's policies and procedures.
  • Assists with supervising, training and mentoring subordinate Engineering Division staff.
  • Aids in ensuring that both public and private infrastructure improvements are in compliance with applicable local, county, state and federal regulations; initiates corrective action as necessary.
  • Reviews and processes right-of-way permits.
  • Assists with continuing the Village's participation in the Federal Emergency Management Agency (FEMA) Community Rating System (CRS) program.
  • Assists with maintaining the National Pollutant Discharge Elimination System (NPDES) permit and administering the Storm Water Pollution Prevention Program (SWPPP).
  • Serves on the Traffic Engineering Committee, including assisting with conducting traffic studies, analyzing information and recommending improvements or modifications.
  • Prepares, solicits and evaluates requests for qualifications/proposals for professional services. Participates in the selection of contractors and administers professional service contracts.


Qualifications:

  • Knowledge of the principles and practices of civil engineering, construction methods and procedures, and applicable laws and regulatory codes.
  • Knowledge of the principles and practices of surveying and engineering drafting.
  • Ability to operate computer and software, general office equipment, surveying equipment, vehicle to construction and inspection sites, and heavy-duty truck for snow and ice control operations.
  • Knowledge of PAVER or similar pavement management systems, AutoCAD, GIS, Microsoft Office Suite, and the ability to learn and use most common business software programs.
  • Ability to exert regular and sustained physical effort which may involve stooping, crouching, and lifting, pushing and pulling moderately heavy objects and materials, 20 to 50 pounds.
  • Position is performed in both inside and outside environmental conditions, under fluctuating and extreme temperatures and weather conditions, with some exposure to noise.
  • Ability to maintain a customer service focus, communicate verbally and in writing, follow safe work practices, identify problems and implement corrective actions, and work independently and as part of a team.
  • Must be eligible for employment in the U.S. and pass a pre-employment background check and medical and drug screening (including cannabis).


Education, Experience and Licenses:

  • Bachelor of Science in civil engineering or closely related field from an accredited college or university is required.
  • Possess a valid Illinois Class A or B commercial driver's license (CDL) with air brake and tanker endorsements, or have the ability to obtain a commercial learner's permit within two months of hire and CDL within six months of hire.


Assistant Civil Engineer:

  • Up to three years of experience in the design, construction and maintenance of public works construction projects and improvements or experience in the civil engineering field is required.
  • Must have completed the Fundamentals of Engineering (FE) exam and be enrolled as an Engineer Intern (EI) in Illinois, or have the ability to complete within six months of hire. Ability to become a licensed Professional Engineer (PE) in Illinois within four years is required.


Assistant Village Engineer:

  • Minimum of four years of experience in the design, construction and maintenance of public works construction projects and improvements or experience in the civil engineering field is required.
  • Must be a licensed Professional Engineer (PE) in Illinois.
  • Supervisory experience that involves directing, monitoring and evaluating staff performance is preferred.
  • Master's degree in public administration or closely related field is preferred.
  • Certified Floodplain Manager (CFM) certification is preferred.

Salary: Position and salary range depend upon the selected candidate's qualifications and experience.


Assistant Civil Engineer: Hiring range: $80,000 to $97,000 annually, depending on qualifications. Full range: $80,000 to $114,490 annually.


Assistant Village Engineer: Hiring range: $115,000 to $135,000 annually, depending on qualifications. Full range: $115,000 to $160,300 annually.


Hours: Monday through Friday, minimum of 40 hours per week.


Employment Duration: Full time.
