Position Summary:
The Village of Orwell is seeking a qualified and motivated professional to serve as a Part-Time Community Development Advisor. This role provides strategic guidance, technical assistance, and implementation support to advance community and economic development initiatives. The coordinator will work closely with Village leadership to enhance economic vitality, secure external funding, strengthen public communications, and support long-term sustainability efforts.
Key Responsibilities:
- Provide administrative and management support for community development, economic development, and long-range planning initiatives.
- Assist with business attraction, retention, and neighborhood revitalization efforts
- Identify, prepare, and support grant applications at the local, state, and federal levels
- Administrative support on grant compliance, reporting, and funding strategy
- Support development of public relations, branding, and communication strategies
- Coordinate website content, social media engagement, and public messaging
- Provide project management support for Village initiatives as needed
- Coordinate with regional, state, and federal partners and stakeholders
- Manage digital marketing campaigns using tools like Mailchimp, Constant Contact, and WordPress to increase outreach and visibility.
- Develop and maintain strong relationships with community partners, volunteers, donors, and local organizations through regular communication and engagement strategies.
- Conduct data collection and research to evaluate community needs and inform program development.
- Write compelling grant proposals and fundraising materials utilizing proposal writing skills to secure funding opportunities.
- Oversee social media management across various platforms to enhance public relations efforts and promote upcoming events.
- Assist with government affairs and intergovernmental relations

- Strong organizational, communication, and strategic planning skills
- Experience working with small or rural communities preferred
- Proven experience in event planning, public relations, or community outreach within local/community government settings.
- Strong skills in digital marketing platforms including WordPress, Mailchimp, Constant Contact, and social media management tools.
- Demonstrated ability in negotiation, proposal writing, grant proposal development, and fundraising strategies.
- Familiarity with databases such as Salesforce or Raiser's Edge for data collection and relationship management.
- Knowledge of public administration management principles including budgeting, volunteer coordination, and strategic planning.
- Excellent communication skills with the ability to build relationships across diverse groups.
- Ability to manage multiple projects efficiently while maintaining attention to detail in a fast-paced environment.
Compensation:
Compensation will be based on experience and may be structured as an hourly rate, monthly retainer, or project-based fee, depending on qualifications and scope of services.
Schedule:
Flexible part-time hours, based on project needs and coordination with Village leadership. Remote option will be considered based on candidate qualifications.
Contract Term:
Initial term of six months, with potential for renewal based on performance and Village needs.
Pay: $20.00 - $25.00 per hour
