VILLAGE OF MINOOKA PUBLIC WORKS DEPARTMENT

DEFINITION & PURPOSE:
This is a supervisory and administrative work position, which directs, organizes, and manages the Village of Minooka's Public Works Department.
This work involves responsibility for planning, organizing, directing, coordinating and participating in the activities of the following Departments: Wastewater Treatment, Water Treatment, Wastewater Collection System, Water Distribution System, Street Department, and Parks Department. Supervises and gives direction to a staff of technical, skilled and unskilled workers. This work requires the incumbent to maintain liaison with various state and county government agencies along with other private utility companies. Work is performed under the general direction of the Minooka Village Public Works Committee.
CHARACTERISTICS FUNCTIONS & DUTIES:
The incumbent:
- Plans and directs all operations of the Street Department; Supervise minor construction, maintenance and clearing of all Village streets, sidewalks and alleys; devises and adjusts plans for debris and snow removal.
- Directs operation of the Wastewater and Water Departments; oversees the maintenance and repair of pumps, treatment facilities, water storage, water mains, water meters, and sewer collection lines to assure a safe and adequate supply of portable water and the proper treatment of wastewater.
- Directs the maintenance, activity such as; preventive vehicle and equipment maintenance; and reviews and approves purchases above a specified dollar limit.
- Directs the maintenance of the Village park system.
- Assists and oversees department supervision in the exercise of all personnel functions; ensures labor agreements, safety rules and practices and personnel policies are enforced.
- Develops and maintains a positive, productive working environment so personnel are motivated to perform to the best of their abilities; facilitates cross-training among employees to improve the overall efficiency of departmental operations.
- Works in conjunction with the Village Engineer by evaluating operations and maintenance aspects of design plans and specifications developed for major capital improvement projects.
- Prepares annual budget for submission to the Village Administrator and Finance Director; reviews and approves request for work, materials, contract and purchase of commodities within the approved budgetary guidelines. Responsible for the review and processing of department work orders and citizen inquiries, maintaining follows through responsibilities for the same.
- Reviews work performance of others under position's direct supervision.
- On occasion, prepares special operating reports for the Public Works Committee, Parks Committee, and/or Village Board; Decides staffing levels needed to fulfill the Village's service levels expectations; and performs required related work.
- Establish and maintain systems for public works emergencies and make arrangements for back-up assistance in the event of system or major equipment failure.
- Identify potential risks and establish security measures in accordance with requirements of the Department of Homeland Security.
This position demands a good portion primarily in the supervisory nature and participation in work functions also.
KNOWLEDGE, SKILLS, & ABILITIES
Incumbents of positions in this class must possess:
- Considerable knowledge of construction and maintenance methods, materials, and equipment as employed in Public Works activities; knowledge of principals and practices of municipal public works technology; knowledge of administrative practices and procedures and of public works management, and knowledge of public works project planning, development and construction.
- Considerable knowledge of the repair, maintenance and operations associated with municipal water distribution and treatment system.
- Considerable knowledge of the repair, maintenance and operations associated with municipal waste water collection and treatment system.
- Demonstrate ability plan for future public works improvements and Village facilities needs; ability to delegate and distribute personnel, and to review the work of various departments; ability to establish and maintain effective working relationship with Village officials, employees, and officials other governmental bodies; ability to meet and work with contractors, developers, suppliers, and the general public; ability to express ideas on subjects clearly, both orally and in writing.
- Considerable ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships with Village Officials, contractors, outside agencies, village staff and the general public.
- Working ability to operate telephone or radio for work calls and to hear employees and citizens.
- Knowledge of ArcGIS and CarteGraph operating systems used to manage and store data of Village utility and other assets.
- Working ability to visually inspect work quality and technical diagrams and maps.
- Ability to respond to emergency emergencies within 30-minutes and be considered on call 24-hours a day 7-day a week making a determination when staff is to be called in for emergencies.
SUGGESTED EXPERIENCE AND/OR TRAINING REQUIREMENTS:
Successful applicants for this position must possess:
The knowledge and equivalent of an associate's degree in Engineering Technology; and five years experience in progressively responsible public work administrative functions; or an equivalent combination of training, education and/or experience.
NECESSARY SPECIAL REQUIREMENTS:
The incumbent of this position must posses a current Illinois motor vehicle operator's license.
RESPONSE ABILITY:
Shall acknowledge and respond within 15-minutes after being contacted and respond to the prescribed reporting location such as the Public Works Facility or other determined location designated by supervisor within 1-hour of notification, followed by an immediate dispatch to the emergency situation.
