Civil Engineering Technician III

The Civil Engineering Technician III is responsible for professional engineering tasks involving survey, design, development, maintenance, GIS, permitting, erosion control, and construction of public works projects within the Village that shape and enhance our community. This position works closely with all Village Departments, contractors, utility companies, consultants, and with Village property owners/residents. This position reports directly to the Assistant Director of Public Works.

SUPERVISION RECEIVED

A Civil Engineering Technician III is expected to perform the Essential Duties and Responsibilities below with minimal supervision and is responsible for managing highly complex and varied work assignments that require advanced technical knowledge, critical thinking, and strategic problem-solving abilities. This position requires substantial judgment and discretion in interpreting Village specifications and policies, resolving issues, and developing effective solutions to complex challenges. This position carries significant decision-making authority and accountability for outcomes, performance, and compliance with Village goals and objectives. A high degree of independence is expected in prioritizing, coordinating, and executing work activities, while also providing assistance, guidance, and leadership to department and Village staff.

ESSENTIAL DUTIES AND RESPONSIBILITY

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

· Provides direction, training, and mentorship to mid-level engineering technicians.

· Communicates with other engineering staff members to coordinate field survey, drafting, design, and construction inspection workload.

· Performs searches of legal records, survey records, easement records, and land titles.

· Coordinates underground utility locates.

· Performs survey bench loops to establish and transfer benchmark elevations.

· Directs and/or conducts topographic surveys and as-built surveys to collect field data using equipment such as a level, GPS unit, Robotic Total Station, and data collector.

· Prepares Request for Proposals (RFP’s) for underground geotechnical exploration, CCTV investigations, and materials testing and coordinates the required work of these contractors.

· Develops and maintains AutoCAD template design standards, settings, and files.

· Provides civil engineering design of public works projects such as street paving, storm and sanitary sewer facilities, and watermain, using AutoCAD Civil 3D, under the supervision of the Assistant Director of Public Works.

· Drafts and develops civil engineering plans, specifications, and permitting for Village construction projects, under the supervision of the Assistant Director of Public Works.

· Performs utility and permitting coordination with private utility companies, consultants, railroads and other governmental agencies throughout the design and permitting process of Village construction projects.

· Coordinates wetland delineations, determinations, and permit applications for impacted wetlands with WDNR and consultants.

· Prepares storm water modeling utilizing HydroCAD and TR-55 in conformance with Village Ordinances/Standards.

· Performs engineering review of Village design/construction projects.

· Prepares sketches, maps, and legal descriptions for the creation of easement documents and construction access agreements.

· Creates bid packages of construction plans, project specifications and special provisions, project bid documents, construction contracts, and construction addendums.

· Performs project bidding through Quest bidding platform and coordinates execution of Village construction contracts.

· Prepares, attends, and/or leads design/construction meetings, including preconstruction and public meetings.

· Reviews technical information, reports, and shop drawings/material submittals for conformance with Village Standards.

· Performs construction inspection duties of various Village projects, including utility, pavement, and parks projects to ensure conformance with project plans, specifications, and Village standards.

· Prepares and maintains accurate records and reports of construction activities and materials used, including field measurements of installed infrastructure, on Village construction projects.

· Problem solves to provide direction/resolution of design and on-site construction issues.

· Creates and reports monthly utility and pavement construction reports.

· Reviews, prepares, and processes contractors pay applications and change orders during construction.

· Reviews pre and post televising of new and existing sanitary and storm sewer utility piping.

· Provides final construction/warranty inspections and creates final punch lists for Village construction projects.

· Creates final construction record drawings/as-built plans of Village projects.

· Works with the Finance Department to track and allocate project improvement costs to proper funding sources to be utilized in the annual financial audit.

· Updates and maintains accurate records of existing and new assets within the Village GIS system.

· Provides technical support to staff for GIS software and mobile applications.

· Coordinates with GIS software/hardware vendors, consultants, user groups, and with staff on the use and integration of the Village’s GIS program.

· Creates documents, forms, maps, and exhibits utilizing GIS software.

· Coordinates GIS data collaboration with other governmental agencies.

· Researches and evaluates current and new GIS technologies and recommends implementation strategies.

· Performs plan review, coordination, and permitting of private utility installation projects.

· Provides customer service and resolution of citizen concerns and questions, including site drainage issues and engineering field investigations.

· Assists in the preparation of capital improvement planning (CIP) efforts and estimating for utility and street improvement projects, park facility improvements, and pond construction projects.

· Performs plan review of private site developments for compliance with Village and WDNR Standards.

· Conducts site erosion control inspections, documents findings, and communicates with contractors on the enforcement of corrective actions.

· Reviews and inspects Village sidewalk complaints and coordinates repair work with Village Operations staff and/or contractors.

· Reviews, processes, and issues right of way and erosion control permitting and provides inspection of associated work within the right of way.

· Reviews and prepares annual Village special assessment rates for sewer, water, and storm sewer utilities and prepares specials assessment reports.

· Reviews and updates Village Standard Specifications for Construction.

· Performs filing and organization of historic project archives, including electronic archives.

· Attends training programs and seminars, as directed.

· Promotes and maintains positive and professional public relations with residents and property owners, Village staff, contractors, consultants, and utility companies.

EDUCATION, EXPERIENCE, AND SKILLS

Associate degree in Civil Engineering Technology, or related field, with a minimum of ten (10) years of experience in survey, construction inspection, municipal design, and/or GIS mapping; or any combination of education and experience that provides equivalent knowledge.

Valid Wisconsin State driver’s license with a good driving record and the ability to drive an SUV or light duty truck.

NECESSARY KNOWLEDGE, SKILS AND ABILITIES

· A strong ability to communicate effectively both orally and in writing with personnel within and outside of the Village, including the ability to communicate in a courteous and tactful manner with the public.

· Advanced knowledge of the modern principals and practices of civil and municipal engineering, including methods, materials, and procedures for street, water and sewer design, and construction.

· Advanced knowledge of surveying principles and practices, including experience with the use of total station and GPS units, data collector, level and level rod.

· Proficiency with computer software and programs such as Microsoft Word, Excel, Outlook, land management systems (ArcGIS), ArcMap, and design programs such as AutoCAD, Civil 3D, and HydroCAD.

· Strong written communication skills to create technical reports and professional correspondence.

· Excellent time management and organizational skills.

· Strong attention to detail with the ability to identify problems and develop viable options to implement solutions.

· Advanced ability to understand and interpret topographic surveys, municipal design plans and specifications, site plans, and storm water management plans associated with utility, roadway, and development construction projects.

· Ability to prepare, organize, and maintain accurate records, databases, and files.

· Considerable knowledge of the occupational hazards and the appropriate safety precautions of the work environment.

· Ability to accurately and thoroughly document construction field notes, sketches, and photographs.

· Ability to work both independently and as a team.
