Completion of secondary education supplemented by general construction or maintenance experience, or an equivalent combination of education, training, and/or experience.

LICENSURE OR CERTIFICATION REQUIREMENTS:

State of Ohio valid driver’s license

MINIMUM ACCEPTABLE CHARACTERISTICS:

Knowledge of: department policies and procedures; safety practices and procedures; road construction, maintenance, and repair; mechanical maintenance; vehicle/equipment maintenance and repair; traffic control; traffic signals; snow and ice removal; water distribution systems construction, maintenance, and repair; water distribution systems and components; water distribution principles and practices; water meter maintenance and repair;

Skill in: motor vehicle operation; use of bench and/or hand tools; snow plow operation; use or operation of medium/heavy equipment.

Ability to: carry out instructions in written, oral, or picture form; communicate effectively; recognize safety warnings; develop and maintain effective working relationships; demonstrate physical endurance; perform heavy manual labor for extended periods of time in often adverse conditions.

ESSENTIAL FUNCTIONS OF THE POSITION:

(1) Performs construction, maintenance and repair functions; operates heavy equipment to perform construction, maintenance and repair activities (e.g., graders, dozers, heavy front-end loaders, heavy rollers, etc.); operates motorized street sweeper; performs street patching or construction work and curb and gutter improvements; operates street striping equipment; erects sign posts and signs; maintains street markings; paints street markings; installs non-electric traffic control devices; maintains street lights and traffic lights; constructs, repairs and maintains catch basins, culverts and bridges; builds headwalls and piling; removes and installs new bridge decks, flooring, supports and rails; paints bridges, guard rails, buildings and equipment with power sprayer or brush; prepares metal and wood for painting; operates farm type tractors with rotary mowing attachments; operates small power mowers; operates pick-up truck to haul dirt, gravel, and debris, etc.; operates a dump truck to haul gravel, asphalt, brick, fill dirt and related materials; operates truck equipped with snow plow; cuts, loads and hauls trees; operates miscellaneous equipment to perform street-related work activities (e.g., air compressor, sand spreader, street salter, cement mixer, etc.); flags traffic at construction sites; sprays weeds and cleans river dams; inspects all recreational areas, parks and playgrounds for safety to general public; operates miscellaneous power and hand tools (e.g., chain saw, jack hammer, shovels, rakes, etc.); performs a variety of unskilled labor tasks requiring bending, lifting, stooping, pushing and pulling to maintain roads and bridges; receives and responds to calls via two-way radio.

(2) Performs equipment/vehicle maintenance and repair functions; performs initial inspections of equipment and vehicles; diagnoses malfunctions; inspects, analyzes, overhauls, repairs and maintains automotive and construction vehicles (e.g., trucks, tractors, graders, rollers, sweepers, etc.); inspects, adjusts, repairs and replaces vehicle units and parts (e.g., brakes, clutches, transmissions, hydraulic lines and cylinders, differentials, axles, gears, etc.); performs a variety of vehicle maintenance duties (e.g., changes oil and filters, lubricates, checks systems, replaces worn parts, etc.); operates standard testing equipment to perform engine tune-ups; tests repaired equipment/vehicles for proper operation; uses electric and acetylene welding and braising equipment to repair and/or fabricate equipment and parts; solicits and secures minimum quotes for needed parts; conducts periodic inventory; expedites stock orders to provide needed stock in timely fashion; maintains constant communication with supervisor regarding availability of needed parts; inspects and maintains assigned equipment.

(3) Installs and repairs a variety of water distribution system components; disassembles, tests, cleans, repairs, reassembles and paints and installs water meters; field tests and replaces large meters in field; determines meter sizes for service in special cases; installs portable registers on commercial meters; performs water meter reading duties e.g., records meter readings, maintains records of meters read, reports meters which are not accessible for reading, etc.; determines consistency of readings; reports inconsistencies; operates suction pumps to empty curb boxes of water; reports apparent property leaks to owners; takes final water meter readings and turns water off for people who are moving, and turns water on for persons moving into residence; answers customer questions about water meter reading and billing procedures.

(4) Performs sewer maintenance functions; assists in planning, directing, and coordinating construction, maintenance and repair of sanitary and storm sewers and related facilities; ensures that standard safety practices and traffic control procedures are followed at work sites; maintains and operates sewer maintenance equipment and facilities in times of emergency; cleans riverbeds by hand or with machinery; constructs retaining walls along river; sprays weeds and cleans river dams.

(5) Performs emergency functions; receives and responds to calls for emergency assistance at all times and in often inclement weather and/or hazardous situations; notifies Foreman of emergency situations; assigns personnel to handle complaints and emergencies.

(6) Performs record functions; prepares and maintains information of a sensitive or confidential nature; maintains time and material records; maintains record of work completed; maintains inventory records.

OTHER DUTIES AND RESPONSIBILITIES:

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions; demonstrates regular and predictable attendance; maintains required licenses and certifications.
