The Village of Bellaire, a historic riverfront community located along the Ohio River in eastern Ohio, is home to approximately 4,000 residents and a diverse mix of residential neighborhoods, small businesses, and industrial assets. With a strong sense of community pride and a commitment to revitalization and growth, the Village is seeking a qualified and experienced professional to serve as Village Administrator. This role is pivotal in overseeing the daily operations of Village departments and ensuring the efficient delivery of services to residents and businesses.
About the Role
Under the direction of the Mayor, the Village Administrator is responsible for the management, supervision, and administration of the overall municipal operations of the Village of Bellaire in accordance with Ohio Revised Code 735.273. This includes oversight of the Village’s water and wastewater treatment facilities, public works operations, zoning administration, and economic development activities.
The Village Administrator manages daily operations, coordinates departmental activities, supervises personnel, oversees infrastructure and capital improvement projects, and ensures the efficient and compliant delivery of services. The Administrator works closely with the Mayor, Village Council, department supervisors, engineers, contractors, and external agencies to support the Village’s operational and strategic goals.
Key Responsibilities
• Department Oversight: Supervise daily operations of the Water, Sewer, Sanitation, and Street Departments; coordinate work activities with department supervisors.
• Project Management: Collaborate with engineers and contractors on Village infrastructure projects; prepare bid specifications and oversee bidding processes; coordinate capital improvements.
• Regulatory Compliance: Ensure compliance with Ohio EPA and all applicable federal, state, and local regulations; maintain required environmental and operational records.
• Financial Management: Assist with budget development and financial planning; authorize expenditures within Council-approved appropriations; support fiscal oversight.
• Infrastructure Planning: Recommend and coordinate improvements to streets, sidewalks, stormwater systems, and other Village infrastructure.
• Grant Acquisition: Identify, pursue, and administer grant funding opportunities for infrastructure and community development projects.
• Council Engagement: Attend Village Council and Zoning meetings to provide reports, updates, and recommendations.
• Community Relations: Serve as a liaison between the Village, residents, businesses, contractors, developers, and external agencies; communicate effectively with stakeholders.
• Operations Management: Oversee daily municipal operations, coordinate departmental activities, and respond to emergencies as needed.
Minimum Qualifications
High School diploma or equivalent. Minimum of three (3) years of progressively responsible experience in supervision, construction, finance, or public works operations, with working knowledge of water and wastewater systems, infrastructure maintenance, and municipal operations. Must possess a valid and insurable driver’s license and be bondable.
Desired Skills & Experience:
• Experience in municipal or public sector administration.
• Strong computer skills for reporting, data collection, and operational management.
• Proficiency in reading blueprints, technical documents, and legal contracts.
• Knowledge of Ohio Revised Code related to municipal operations and public works.
• Budget development and fiscal oversight experience in a public-sector setting.
• Experience managing infrastructure projects from planning through construction.
• Ability to communicate professionally with residents, contractors, developers, and elected officials.
• Strong organizational and time management skills with the ability to balance multiple priorities.
• Familiarity with zoning regulations, permitting processes, and land use planning.
