Organizational Overview
Village Community Services is a nonprofit organization dedicated to supporting people of diverse abilities in achieving personal potential at home, work, and in community life. Our goal is to empower adults with disabilities to live meaningful, inclusive, and independent lives. With a staff of approximately 100 employees, we deliver residential and employment services with compassion, integrity, and a commitment to person-centered care.

Position Summary
The Human Resource Manager oversees and manages all aspects of human resources to support a positive, compliant, and mission-aligned work environment. This includes talent acquisition, employee relations, benefits administration, compliance, performance management, training, and culture development.

The HR Manager ensures that HR practices are consistent with legal requirements and organizational values, particularly in support of employees working with adults with disabilities. This role does not include payroll processing, which is managed by the Accounting Technician.

Key Responsibilities:

1. HR Operations & Compliance

  • Develop, implement, and maintain HR policies and procedures in accordance with state and federal laws and nonprofit best practices.
  • Ensure compliance with all federal, state, and local employment regulations, including ADA, EEO, FMLA, and HIPAA.
  • Administer Rippling HR module.
  • Maintain secure online document storage within the Rippling platform providing role-based security for employee records, including personnel files, certifications, trainings, and disciplinary documentation.
  • Serve as an advisor on HR-related risk and compliance matters.

2. Talent Acquisition & Onboarding

  • Lead full-cycle recruitment, including job postings, applicant screening, interviews, and reference checks.
  • Partner with Directors to identify staffing needs and ensure timely and effective hiring.
  • Facilitate onboarding and orientation to integrate new employees into the organization and mission.
  • Support inclusive hiring practices and outreach to diverse candidate pools.

3. Employee Relations & Engagement

  • Serve as a trusted advisor to employees and supervisors, addressing concerns with professionalism, empathy, and consistency.
  • Manage employee relations matters, including investigations, conflict resolution, and performance improvement plans.
  • Promote a positive organizational culture that reflects our commitment to inclusion, respect, and service.
  • Coordinate staff recognition efforts and employee engagement initiatives.

4. Benefits & Leave Administration

  • Administer employee benefits programs (e.g., health, dental, vision, life/disability insurance, retirement).
  • Support employees with benefits questions and resolve issues in coordination with vendors and brokers.
  • Manage employee leaves, including FMLA, ADA accommodations, and workers' compensation.
  • Coordinate annual open enrollment and benefit communication efforts.

5. Performance Management & Training

  • Administer the performance evaluation process and support supervisors in providing clear, constructive feedback.
  • Coordinate staff development and training, including topics related to disability services, trauma-informed care, and DEI.
  • Support leadership in identifying skill gaps and opportunities for staff growth and succession planning.

Qualifications

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • At least 2 years of experience in human resources.
  • Exceptional interpersonal, communication, and conflict-resolution skills.
  • Ability to maintain confidentiality and handle sensitive matters with discretion and professionalism.
  • Experience in a nonprofit or human services organization.
  • Familiarity with inclusive workplace practices.

Preferred:

  • Experience with human resource software (e.g., ADP, BambooHR, Rippling)
  • Strong working knowledge of employment law and HR best practices.
  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) or the ability to become certified within two years.

Work Environment:

  • This is a full-time position located in the administrative offices of Village Community Services located in Arlington, WA.
  • Occasional local travel for errands, visits to program sites or events.
  • Work is primarily performed inside and frequently involves sitting, standing, walking, and climbing stairs. Lifting of items (approximately 20 pounds) is required on occasion.

Compensation & Benefits:

  • Competitive salary based on experience.

Pay: $66,000.00 - $78,000.00 per year
