What are the responsibilities and job description for the Director of Intellectual & Developmental Disabilities (ID/DD) Services position at Village Behavioral Health?

About the Organization

Village Behavioral Health (VBH) is a well-established and highly regarded provider of adult residential services for individuals with intellectual and developmental disabilities and community-based mental health services in the Commonwealth of Virginia. Our organization is known for delivering high-quality, person-centered services, maintaining strong regulatory compliance, and operating homes that are well-supported, well-maintained, and clinically sound. We are proud to operate CARF-accredited programs and are intentionally expanding CARF accreditation across additional service lines, including our ID/DD residential division. Our leadership team values ethical practice, strong systems, and thoughtful growth  ensuring that quality and stability are never compromised.

Following a recent organizational expansion, we are seeking a seasoned, hands-on Director of ID/DD Residential Services to lead residential operations, stabilize systems, and bring strong operational control and leadership presence to our homes.

Position Overview

This is a boots-on-the-ground operational leadership role, not a desk-based administrative position.

The Director of ID/DD Residential Services exists to:

  • Remove ownership from day-to-day residential operations
  • Stabilize homes and staffing
  • Control payroll and overtime
  • Own compliance and risk management
  • Resolve problems quickly, then systematize solutions

This role requires daily operational presence, decisive leadership, and comfort responding directly to issues in real time. This is a working director role, requiring comfort wearing multiple hats and stepping into details related to service delivery, staffing systems, documentation, billing, and quality oversight when needed.

Core Responsibilities

Residential Operations

  • Oversees all ID/DD residential programs
  • Ensures homes are fully staffed, clean, safe, and compliant
  • Conducts routine and unannounced home visits
  • Responds directly to behavioral escalations, staffing failures, and operational issues
  • Resolves problems immediately and documents root causes after stabilization

This is a hands-on, position.

Staffing, Scheduling & Overtime Control

  • Partners with scheduling leadership to ensure proper coverage
  • Enforces overtime controls, float staff use, and appropriate staffing levels
  • Holds leadership accountable for unauthorized overtime and staffing inefficiencies
  • Authorized to reassign shifts, send staff home, and initiate corrective action

Key metric: Overtime reduction and staffing stability

Program Manager Leadership & House Manager Oversight

  • Directly supervises the Program Manager, who oversees House Managers
  • Provides ongoing coaching and accountability to ensure consistent home operations
  • Reviews operational updates, staffing risks, and performance trends
  • Partners on leadership development and personnel actions as needed

Compliance & Risk Management

  • Owns residential compliance and risk mitigation
  • Oversees incident reporting, follow-up, audits, and corrective action plans
  • Collaborates closely with QDDP and nursing leadership
  • Ensures accurate, timely, and defensible documentation

Non-negotiable: Zero tolerance for missed incidents or incomplete reporting.

Leadership, Culture & Reporting

  • Sets the tone for professionalism, accountability, and clear communication
  • Addresses staff conflict and performance issues directly
  • Provides regular reporting on staffing, overtime, risks, and compliance
  • Flags concerns early—before they become citations or systemic issues

Required Experience Level (Non-Negotiable)

Candidates must demonstrate deep, hands-on leadership experience in ID/DD residential and HCBS operations. This role requires proven operational authority, not theoretical or entry-level management exposure.

Minimum Experience Requirements

  • 7–10 years of progressive experience in ID/DD residential, HCBS, or group home operations
  • At least 5 years in a leadership role with direct responsibility for licensed group homes

Required Demonstrated Experience Includes:

  • Direct oversight of House Managers (not solely DSP-level supervision)
  • Hands-on management of:
    • Staffing crises and call-outs
    • Behavioral escalations
    • Coverage gaps and operational failures
  • Active involvement in regulatory processes, including:
    • DBHDS inspections or audits
    • Responding to citations or corrective action plans
    • Managing compliance under regulatory scrutiny
  • Experience conducting:
    • Staff discipline
    • Performance correction
    • Terminations when necessary

Required Operational Exposure

To be considered for this role, candidates must have firsthand experience:

  • Stabilizing or restructuring underperforming residential programs
  • Addressing leadership or culture issues within a home
  • Managing or responding to state inquiries, audits, or investigations
  • Taking accountability for programs that required corrective intervention

This position is intended for leaders who have operated in complex, high-accountability environments and who are comfortable making difficult decisions to protect program stability, compliance, and staff morale.

Compensation & Incentives

  • Base salary range: $80,000–$85,000 (with flexibility up to $90,000 for exceptional experience)

    • Staff retention
    • Program stability
  • Full benefits package
  • Relocation assistance available

This role is best suited for a leader who:

  • Is comfortable being visible, decisive, and accountable
