PAY RANGE: $142,374 - $178,207
Position Summary
The position is responsible for development and deployment of all operational resources to all revenue generating operations. The position has accountability to the performance of the ordered work to ensure it is accomplished in the most efficient, expeditious and cost-effective manner possible by overseeing and coordinating the activities and performance of trade personnel. Responsible for overall functionality of the facility to serve both internal and external customers. The person directs facilities related activities through subordinates in a strategic way to support the organization.
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

The role operates within generalparameters butmust use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence development of guidelines and set guidelines under area of responsibility. Has decision making authority for operational decisions with limited input from senior management. Budget responsibility and oversight for functional area is up to $ 4 million, which includes capital expenditures and overhead budget for Seattle facility. Failure to meet the expectations of responsibilities could jeopardize capital assets and availability of facility for production as well as lost production opportunity due to lack of available craft resources.
Supervisory Responsibility
The position has several direct reports, Production Managers and Administrative Assistant. The manager-level subordinates are primarily subject matter experts in their respective fields. Supervisory activities are more oversight, with a lower level of direct supervision. Additionally, the person is responsible for hourly craft employees through subordinate managers.
Interpersonal Contacts
The primary focus is internal operations with senior managers to craft on a daily basis. The person interacts and assists with external regulatory agencies on a less frequent basis.
KNOWLEDGE SKILLS AND ABILITIES:
Physical Demands
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The individual will be required to be in production areas in yard and onboard ships. Mustbe able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights. The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 50 pounds. May be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 5% of the time with notice. - Assures accurate forecasting of operating costs and facility needs. Works closely with the General Managers to ensure the most efficient and effective deployment of limited resources to ensure project success. Serves as facilitator and arbitrator to resolve yard consolidation and resource allocation issues
- Actively works to instill Vigor values in the way we hire, train, promote andmanagerour craft employees and supervision
- Ensures that we have a sufficient number of fully trained craft employees, supervision and alternate labor resources to meet both the present and future needs of the operation
- Actively works to support the Vigor project management model and adopt a labor management model that closely fits the needs of our operations
- Partners closely with all aspects of the operations to understand quality, production, safety and other issues that can be addressed through training and supervision and proactivelyworksto address the issues
- Understands all aspects of our labor agreements and partners with HR and labor to train, promote and manage our trade groups in accordance with both Vigor policies and CBA requirements
- Implement skill assessments and development plans for all craft workers in an open and transparent way that is tied to performance metrics and advancement
- Interfaces closely with all Portland management, business units and labor unions to ensure a cohesive andvalues-based working environment
- Directs facilities related activities to meet business needs, including development and execution of capital and expense budgets.
- Leads continuous improvement initiatives to support increased efficiency, product quality, process improvement, working conditions, and work-place safety
- Develops effectivewarehouse, inventory and transportation resources and solutions to meet business needs.
- Identifies, seeks approvals for, and completes cost-effective projects to enhance the capability of the yard to meet business needs at the lowest possible cost.
- Ensuresthat adequate financial dataaredeveloped, available and distributed to the appropriate managers in ways that help them participate in the cost management and reduction effort
- Continues to develop professional competencies through ongoing education, association participation, research and other means

- Minimum ten (10) years of increasingly responsible experience in a production environment in a heavy manufacturing or marine industry.
- Minimum seven (7) years of increasingly responsible experience in a supervisory capacity. The person must maintain professional and technical knowledge. Experience working with craftsupervisors,department managersisrequired.
- Experience with accounting and cost accounting systems.
- Experience working with regulatoryenvironmentrelatingto a union workforce, employment law and safety regulations.
