Salary: $95,000 - 105,000

POSITION SUMMARY:
This position provides management support on contract matters related to Ship Repair. Responsibilities include reviewing and understanding specific contract requirements for projects and supporting Project Management in meeting timely adherence to those requirements. Specific management tasks would include but not limited to: contract submittals and deliverables, billings and collections, contract notices, change order management support, contract dispute resolution, letter writing and subcontract/vendor management. This position requires an individual who has experience in contract review and interpretation including government contracting, good written and verbal communication skills, a general technical understanding of structural and machinery equipment.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Responsible for supporting Project Managers on a variety of contract and administrative related functions
  • Assists with subcontractor and vendor selection and contract management
  • Manages document control and security requirements on assigned projects
  • Manages licenses and certifications
  • Provide guidance on contract matters to project managers
  • Audit ongoing projects for contract compliance.
  • Audit subcontractor and vendor purchase orders/contracts.
  • Oversee the invoicing and project close-out processes.
  • Responsible for reviewing and editing the processes and procedures for compliance with all document control procedures and contract requirements.
  • Manages formal correspondence with customers, subcontractors and vendors.


JOB SCOPE:
This job is performed with considerable flexibility for initiating improvements and exercising independent decision making within the assigned work area. The position is expected to adhere to established procedures as they may be required by law and/or company policy. Independent judgment is used in scheduling and accomplishing work, analyzing alternatives and maintaining recordkeeping systems. The work is performed with limited supervision and necessitates the coordination of priorities and schedules of a number of other employees and/or co-workers.

INTERPERSONAL CONTACTS:
The position is expected to interact with employees at all levels throughout the company as well as with customers, the public and others encountered in the course of the work.

KNOWLEDGE SKILLS AND ABILITIES:
  • Knowledge of government acquisition regulations and contracts including FAR/DFAR.
  • Experienced with fixed price commercial and government fixed price contracts.
  • Must be able to read and comprehend ship repair work specifications, blueprints and contracts.
  • Excellent negotiation and dispute resolution skills
  • Experience working with documentation deliverables, specifically writing, reviewing, finalizing and submitting monthly reports to be compliant with all existing contracts. In addition, must be comfortable coordinating other department heads within the division to obtain information needed to finalize deliverables as requested, and/or required by the contract.
  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers.
  • Must have ability to use PC and software applications such as MS Office and data base programs.
  • Ability to exercise sound judgment, work well independently, prioritize duties and follow through tasks to completion.
  • Must be able to handle competing priorities and deadlines effectively and respond well to last minute, high priority, and time sensitive projects.
  • Possess the ability to quickly learn processes, procedures and applications utilized in performing the job responsibilities.
  • Duties require an individual who is a self-starter, attention to detail, excellent written and verbal communications skills and proficiency in word, excel and power point.


EDUCATION AND/OR EXPERIENCE:
A Bachelor’s Degree is preferred along with NCMA certification. Minimum of two years of progressive responsibility with quantifiable results in government/commercial contract management.

CERTIFICATES, LICENSES AND REGISTRATIONS: None required.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced office setting. There may be times where the individual will be in production areas in manufacturing environments inside and outside. The incumbent must be able to walk to and from job sites. Also, the person may be required to work more than 8-hour shifts and weekend work. There will be the need to travel up to 20% of the time out-of-town (including air travel) with notice. WORK ENVIRONMENT:
