Chief Financial Officer (CFO)

Program: Administrative / Corporate

Reports To: Chief Executive Officer

Hours: 40 hours/week/hybrid (4 days in office 1 day home)

Classification: Exempt |Executive Leadership Team

Location: 1115 W Chestnut Street, Brockton, MA 02301

Salary Range: $110,000 - $150,000

This salary range is non-negotiable


About Victory Human Services (VHS)

Victory Human Services (VHS) is a Massachusetts-based nonprofit organization providing high-quality, community-based services to individuals with intellectual and developmental disabilities and other vulnerable populations. Our programs include Adult Foster Care (AFC), DDS-funded residential and community services, ABI/TA supports, and related human services delivered in partnership with EOHHS, MassHealth, and other state agencies.

Role Purpose | Victory 2.0

The Chief Financial Officer (CFO) is the senior executive responsible for financial stewardship, enterprise strategy, revenue growth, and fiscal integrity at Victory Human Services. Reporting directly to the CEO, the CFO serves as a strategic business partner, helping stabilize, modernize, and scale the organization through disciplined financial leadership.

This role requires a strong, growth-minded, and ethically grounded financial leader who combines deep technical expertise with business acumen and sound nonprofit governance judgment. The CFO will lead all financial operations while actively supporting revenue diversification, margin improvement, risk management, and long-term sustainability under the Victory 2.0 vision.


Core Accountabilities

1. Strategic & Enterprise Leadership

• Serve as the CEO’s primary partner on financial strategy, organizational growth, and

enterprise risk.

• Translate Victory 2.0 priorities into financial models, investment strategies, and

execution plans.

• Provide data-driven counsel to the CEO and Board regarding:

o Financial performance and sustainability

o Growth opportunities and risk exposure

o Capital allocation and investment priorities

• Participate fully as a member of the Executive Leadership Team, contributing beyond

finance to enterprise decision-making.

• Support (not supplant) executive authority by offering disciplined financial insight

aligned with nonprofit governance best practices.


2. Financial Stewardship, Integrity & Risk Management

• Establish and enforce a culture of fiscal discipline, transparency, and accountability.

• Ensure all financial activity complies with:

o GAAP

o State and federal regulations

o EOHHS, MassHealth, and DDS requirements


• Oversee:

o General ledger, accounting, and financial reporting

o Monthly and annual close processes

o Audit preparation, management, and remediation


• Serve as the organization’s chief guardian against:

o Financial risk

o Regulatory exposure

o Reputational harm

• Implement enterprise-level risk management frameworks, internal controls, and audit-ready systems.


3. Revenue Growth & Financial Sustainability

• Lead the development and execution of revenue growth strategies within regulated

funding environments.

• Drive financial sustainability across AFC, DDS, TA, ABI, and related programs through:

o Rate analysis & advocacy: Monitor Chapter 257 cycles; assess margin impact;

support data-driven advocacy.

o MassHealth revenue cycle optimization: Improve clean-claim rates, reduce denials, and strengthen MMIS performance.

o Unit utilization & capacity management: Partner with Program Leadership to

maximize contracted obligations.

o Contract diversification: Identify new RFR opportunities and alternative

payment models within EOHHS frameworks.

o Cost report optimization: Leverage the Uniform Financial Report (UFR) as a

strategic tool for future rate-setting.

• Build multi-year financial projections that support measured, responsible growth.


4. Budgeting, Forecasting & Performance Management

• Lead enterprise-wide budgeting and forecasting in collaboration with the CEO and

Executive Leadership.

• Drive scenario planning and sensitivity analyses to inform executive decisions.

• Ensure budgets are:

o Strategically aligned

o Operationally realistic

o Monitored through disciplined variance analysis

• Develop dashboards and reporting tools that clearly communicate financial health, trends,

and risks to leadership and the Board.


5. Cash Flow, Capital & Balance Sheet Management

• Manage cash flow, liquidity, reserves, and working capital with a conservative yet

strategic lens.

• Oversee banking relationships, credit facilities, and investment policies.

• Advise the CEO and Board on:

o Capital expenditures

o Long-term financial commitments

o Reserve strategy and sustainability thresholds

• Ensure adequate capitalization to support both operations and growth.


6. Board, Funder & External Relationships

• Serve as the primary management liaison to the Board Finance Oversight Committee.

• Prepare and present clear, candid financial reports to the Board and FOC.

• Maintain strong relationships with:

o Auditors

o Lenders and financial institutions

o Funding agencies and regulators

• Represent VHS externally with credibility, professionalism, and integrity.


7.Team Leadership & Financial Infrastructure

• Lead, mentor, and develop a high-performing finance and business operations team

Oversee the Business Office, including:

o Finance & Accounting

o AP / AR

o General Ledger

o Payroll & Treasury

o Grants Management

o Financial Reporting

• Build scalable, sustainable systems and internal controls that are not dependent on any

single individual.

• Foster cross-department collaboration to embed financial discipline organization-wide.


Leadership Outlook | First 6–12 Month Priorities

• Stabilize and strengthen financial operations and internal controls.

• Restore confidence with auditors, funders, regulators, and the Board.

• Modernize financial systems, reporting, and dashboards.

• Improve program-level financial insight and accountability.

• Partner with the CEO to position VHS for sustainable growth.

• Help establish Victory Human Services as a best-in-class, financially disciplined

nonprofit.


Qualifications & Experience


Required

• CPA preferred; MBA, CMA, MSc Accounting/Finance plus.

• Minimum 5–10 years of progressive financial leadership experience.

• Significant experience as a senior finance leader (CFO, VP Finance, Controller ) in a

complex nonprofit or mission-driven organization (for-profit considered with strong

nonprofit governance exposure).


• Demonstrated expertise in:

o GAAP accounting

o Budgeting and forecasting

o Audit management

o Financial controls and enterprise risk management

• Proven ability to partner effectively with a CEO and Board.

• Direct experience with:

o EOHHS fiscal frameworks

o MassHealth / Medicaid billing environments

o UFR preparation and OSD desk reviews

o Virtual Gateway and EIM-ESM systems (preferred)


Preferred

• Experience in state-funded human services, healthcare, or other regulated environments.

• Track record of driving revenue growth and margin improvement, not merely

maintaining systems.

• Experience leading organizations through stabilization, turnaround, or transformation.
