JOB GOAL
Effectively manage all facets of the purchasing department.


SUPERVISORY RESPONSIBILITY: None


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Insures that all purchases of the district are in compliance with the purchasing laws of Mississippi and the policies of the District
  • Monitors requisitions for feasibility of bulk-purchasing for additional cost-savings
  • Purchases by competitive bidding, quotations and negotiation items of supply and equipment necessary for the operation of the school district
  • Investigates quantity and quality of commodities purchased
  • Prepares all bidding documents, with the exception of food service, including notice to bidders, instructions to bidders, specifications and form of disposal
  • Follows up on bid documents that are approved by the Board and documents date of approval
  • Develops and maintains a bid file in compliance with State Law
  • Approves all purchase orders with final approval for purchases any under $5K
  • Process all district travel requests and settle-ups
  • Maintain vendor files
  • Provides purchasing support to bookkeepers and administrators across the district
  • Performs other duties as assigned


QUALIFICATIONS
Experience in the purchasing field. Ability to plan and coordinate activities involved in purchasing and accounting.


EDUCATION AND EXPERIENCE
Associates Degree Required


  • LANGUAGE SKILLS

Ability to respond to inquiries or complaints. Ability to effectively present information to top management, public groups, and the school board.


  • PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand, walk, reach, bend and sometimes lift up to 25 pounds. Mobility skills are necessary to access a variety of work locations.


  • OTHER SKILLS

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must keep accurate, up-to-date records. Define problems, collect data, establish facts, and draw valid conclusions. Apply district, state and federal policies and regulations; operating standard office equipment; performing standard bookkeeping/accounting procedures; preparing and maintaining accurate records; and utilizing pertinent software applications.
