GENERAL DESCRIPTION OF WORK:

Supervisor must be highly engaged and a self-directed leader to supervise a team(s) of maintenance employees responsible for the day to day repair and general maintenance activities of all VIA Facilities/Passenger Amenities sites and operations. Manages and distributes workload, schedules, and assignments to meet rigid service quotas in a fast-paced customer-facing environment. Utilize resources necessary to perform repairs and maintenance in the safest, most efficient, effective, and reliable manner. Ensuring the Facilities/ Passenger Amenities sites and components are within compliance, functioning, and maintained to meet VIA’s high quality operational and sanitary standards.

ESSENTIAL FUNCTIONS:

Identify operational issues and pursue the most cost efficient and effective course of remedy;

Manages the workload, assignments, and schedules of the facilities or passenger amenities employees. Ensures time-sensitive high-quality maintenance, repair, and service of all VIA facilities or passenger amenities sites and equipment. Responsible for achieving VIA’s service requirements in the most effective and cost-efficient manner possible.

Uses experience and knowledge of facility or passenger amenities systems, repair/ maintenance techniques, and standard operating procedures to:

  • Identify operational issues and pursue the most cost efficient and effective course of remedy;
  • Administer preventive and predictive maintenance programs;
  • Prioritize, schedule and assign work;
  • Recognize and satisfactorily address safety issues;
  • Ensure work quality of subordinates and contractors;
  • Train and improve upon skills and knowledge of subordinate employees.

Responsible for the timely performance of facility maintenance or passenger amenities service operations and their adherence to established schedules and procedures. Supports operational departments in other divisions to deliver and maximize the quality of VIA service.

Responds to non-routine and emergencies arising throughout the VIA service area. Serves as an on-scene commander to address emergencies. Responsible for the operation, maintenance and repair of all VIA facilities and equipment throughout the VIA service area.

Ensures all maintenance, inventory and service activities occurring during the shift of responsibility are properly recorded in the VIA Maintenance Management System.

Prepares written reports of shift activities and events. Oversees labor timekeeping and personnel administration activities for subordinate employees.

Maximizes VIA’s facilities and passenger amenities equipment availability through managing preventative maintenance and repairs.

Maintains the schedule for Preventive Maintenance Inspections (PMI), ensuring a 100% on-time completion rate. Assures that the PM follow-up work is performed to ensure safe and reliable operation of VIA facilities and passenger amenities equipment. Performs quality assurance checks on work performed and conducts counseling and instruction to address any issues with personnel, and/or VIA technical documentation.

Responsible for the control, maintenance and proper use of VIA facilities, tools and equipment. Monitors inventory draws and use of spare parts, materials and supplies to optimize maintenance program efficiency, adhere to budgets (shift, department and division) and minimize risk of loss.

Responsible for oversight of activities subject to local, state and federal regulation including but not limited to: Environmental Protection Agency (EPA), Texas Commission of Environmental Quality (TCEQ), Federal Clean Air Act, Federal Clean Water Act, Americans with Disabilities Act, International Building Code, etc.

Oversees the proper storage and handling of hazardous materials. Supports VIA’s environmental sustainability programs. Responds to accidental fluid spills and gaseous discharges using training and proper technique to safely minimize environmental impact. Oversees proper housekeeping of work and operational areas.

Maximizes productivity of subordinate employees through continuous employee engagement, coaching, counseling and discipline in accordance with VIA policy and procedures. Instructs employees on proper procedure. Works to create and maintain an environment of teamwork and cooperation. Supports the VIA Equal Employment Opportunity program. Supervises within an organized labor environment. Observes the Working Conditions for Regular Employees.

Works to instill a culture of safety. Ensures subordinate employee adherence to safety rules and procedures. Investigates and reports accidents. Maintains a safe work environment focusing on accident prevention. Stays abreast of first aid procedures and serves as first responder to employee accidents and injuries.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

High School or equivalent, plus additional related training equal to 2 years of college and at least 5 years’ experience in a facility/equipment maintenance operation or an equivalent combination.

ADDITIONAL REQUIREMENTS:

Requires initiative, independent judgment, and self-thinking to analyze situations and determine solutions to problems within the limits of standard practice – the ability to work in a high-intensity environment to meet a diverse set of expectations. Requires multitasking and time management.

Ability to collaboratively and professionally work with other individuals. Ability to motivate a diverse group of subordinate employees (15 to 60 employees typical) within the framework of VIA policies, practices and procedures.

Ability to work independently and to serve as the senior manager on duty during evenings, weekends and holidays. Ability to arrange, assign and supervise the work of skilled (multiple trades) and unskilled personnel to achieve service expectations.

Thorough knowledge of the standard tools, materials, methods and practices of the following trades: facility electrical, facility plumbing, vehicle fueling system maintenance, painter, welder, machinist, electronics repair, upholstery, woodworking, hydraulics, general equipment repair and facility maintenance. Thorough knowledge of the standard tools, materials, methods and practices of facility maintenance, industrial hygiene, and general office area service.

Responsible for planning and coordinating monthly employee briefings to improve communication as well as follow up on topical issues.

Effective verbal and written communication skills. Ability to accurately and succinctly prepare, and articulate technical reports. Proficient in the use of a personal computer with experience in programs used by VIA, such as Microsoft Office Suite.

Must have and hold a Texas Driver’s License (Class-C). May be required to occasionally operate vehicles and equipment. Must have experience that directly relates to VIA facilities and equipment.

Must be able to maintain good work attendance. Safety Accountability Statement:

PHYSICAL REQUIREMENTS:

Physical ability to occasionally bend, stoop, twist, squat, kneel, climb ladders, reach, be on unprotected heights, inspect underside of vehicles using creepers, vehicle hoists and inspection pits. Ability to frequently walk, sit, stand, climb stairs, be around moving machinery, extremes in temperature/humidity, exposure to dust, fumes and gas, exposure to noise.

Requires forearm rotational movement, hard and simple grasping and use of foot controls, fine manipulation and medium dexterity. Physical ability to occasionally push/pull 50 lbs. and lift/carry 80 lbs.

Must have sufficient vision and capacity to read, discern and utilize work instructions/procedures; maintenance manuals; diagrams: electrical, hydraulic, assembly, logic, etc.; programmable logic controls; system operating reports sourced via electronic management systems.

Must have sufficient color vision to identify color coded electrical wiring and other components of vehicle, facility and equipment systems. These colors primarily include: red, blue, yellow, orange, green, purple, black, white, brown, gray, tan andpink.

Job requires use of both hands either simultaneously or singly and both feet are required for foot controls either simultaneously or singly. Job cannot be performed by alternating sitting or standing.

Must be able to hear safety and emergency horns. Must be capable of working evenings, weekends and holidays.

WORK ENVIRONMENT:

Work involves exposure to dust, fumes, gases, noise, traffic and unfavorable weather conditions. Work can involve regular travel away from headquarters and occasional travel out of town.
