This position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Long Beach VA Medical Center (VAMC) in the Office of Education.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower GS-09 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) managing the administration and tracking of all clinical and employee education programs and the oversight of the Talent Management System; 2) producing high level reports as related to regulated and job specific employee trainings, troubleshooting e-learning content issues, creating, reviewing and ensuring content is 508 compliant on the TMS system; and 3) identifying issues and problems associated with programs and systems, and using initiative to implement alternative solutions; OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or successfully completed an LL.M. degree that is related to the position being filled; OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above that equates to one year of experience, or equal to one hundred percent..

Responsibilities:

Major Duties include but are not limited to the following:
  • Assist with the development of strategies for effective communication of program information.
  • Oversee the entry of all new employees into TMS, in advance of accession actions..
  • Act as course/program advisor for Healthcare Groups or Services within the facility, developing local courses for creation in TMS.
  • Monitor External Events entered into the TMS. Monitors users' accounts for completeness and activity.
  • Develop methods to review facility-training modules, working directly with the subject matter experts, to ensure modules are current and in accordance with rules and regulations at the date of review.
  • Deliver new information, resolving questions and increasing technical skills for all service level administrators.
  • Govern levels of access - based on TMS duties - for Scheduling Managers, Assignment Managers, Registration Managers and Help Desk Managers.
  • Maintain technical proficiency in operating software to include platform operational software (i.e. Learning Content Management System (LCMS) and Windows), support software (i.e. Adobe Creative Cloud, Articulate, Adobe Acrobat Professional, Microsoft Office Professional). Serves as subject matter expert in support of training administration and development in support of training and education staff.
  • Serve as a training specialist for various learning mediums including distance, e-Learning, hybrid, etc.
  • Maintain and update data for distance and e-Learning courses.
  • Analyze segments of policy and standards in specialized educational program areas and make recommendations to the Designated Learning Office and Instructional Systems Specialist.
  • Develop and deliver online testing and evaluation methods that adhere to Kirkpatrick model for effective training and assessment, ensuring a test-out option is developed and implemented in accordance with VACO-established guidance and policies.
  • Responsible for overall maintenance of assigned courses; determines the need for and initiates changes/updates in course content.
  • Independently evaluate TMS courses, planning and conducting validity and reliability studies to analyze effectiveness of online TMS evaluations.
  • Other duties as assigned.

Work Schedule: MON - FRI, 8:00 a.m. to 4:30 p.m.
