This position is in the U.S. Department of Labor (DOL), Veterans Employment and Training Service (VETS). The incumbent serves as the Director of the Office of Strategic Outreach (OSO), responsible for overseeing the work of OSO and leading strategic outreach and communication activities on behalf
of VETS. The incumbent will set and guide the strategy for all communications, websites, collateral materials, and messages to consistently articulate the VETS mission.
Qualifications:
You must meet the Specialized Experience to qualify for Supervisory Management and Program Analyst Strategic Outreach Director, as described below.
For the GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes all of the following:
- Experience developing policies, plans and directing activities designed to meet office requirements and objectives;
- Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees;
- Experience planning and managing external events;
- Experience facilitating outreach activities with stakeholders and partners.
Responsibilities:
For the GS-15 Management and Program Analyst (Strategic Outreach Director) position the duties include:- Oversee and direct engagements and partnerships with other Federal agencies, state and local governments, private sector employers, unions, trade associations, institutions of higher learning, non-profit organizations, Veteran Service Organizations (VSOs), Military Spouse Organizations (MSO), and other related stakeholders.
- Direct the planning and management of internal events on behalf of the agency.
- Direct the support of outreach, public awareness, and recruitment efforts for VETS programs.
- Direct the Veteran Employer Outreach Program (VEOP) and related employer engagement and partnership activities.
- Manage efforts to educate employers on how to partner with agency programs and utilize the employment services offered by American Job Centers (AJCs).
- Oversee the collaboration with all key parties to develop and implement strategic outreach, communications, marketing, and digital engagement.
- Supervise the planning and execution of digital communications, including related agency websites and social media, and works to increase the agency's social media engagement.
- Performs first and second level supervisory duties such as planning work to be accomplished by subordinates.
