Summary The primary purpose of this position is to serve as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran's Health Care System and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment in the assigned areas. Responsibilities Major Duties include, but are not limited to: Plans and reviews all inventory processes, functions, and related systems. Conducts wall-to-wall and periodic inventories. Maintains perpetual inventory accounts for expendable items. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Analyzes data that impact procurement decisions. Conducts market research on product pricing and performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative and historical usage patterns. Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Identifies and rectifies inventory management issues. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Conducts data/information analysis for acquisition planning associated with durable medical equipment. Researches alternative sources for expendable item procurement. Administers an expendable inventory management program. Coordinates with property managers for disposal of surplus or excess supplies. Recommends actions to eliminate problems involved in delivering services to inventory customers. Advises and informs stakeholders concerning the management, control and accountability of expendable items in use. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Maintains inventory control records in an automated system. Compiles and analyzes performance measures and implements process improvements. Conducts effectiveness/efficiency reviews. Computes requirements for supplies and durable medical equipment. Utilizes automated inventory management system to maintain current inventory data. Researches and develops solutions to complex and routine problems. Traces sequences of inventory management transactions to resolve questions. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Formulates improved inventory management procedures and practices. Determines the means and methods to resolve issues and improve operations. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for the GS-07 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a wide range of complex, standard and non-standard inventory management and planning principles; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; ability to maintain inventory control records in an automated system for items in inventory; comprehensive understanding of supply principles, planning, inventory and accounting methods; thorough of a complex variety of VA regulations, Directives, Handbooks, bulletins, policies and other Federal regulations, publications and guidelines to conduct research; ability to utilize effective communication techniques and methods (oral and written) to advise and inform stakeholders; ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes; practical knowledge of fiscal management requirements, budget execution, and reconciliation procedures; knowledge of records management policies and directives to maintain and retain supply records. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of grade level experience (18 semester hours of graduate level education). You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of a wide range of complex, standard and non-standard inventory management and planning principles, concepts, methodologies requiring the applicant of sound judgement and analysis to provide services or resolve problems associate with EX systems and processes; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; ability to maintain inventory control records in an automated system for items for inventory; ability to search for and analyze information; trace sequences of inventory management transactions to resolve questions; prepare entries for records systems; provide supply information, reports and services; comprehensive understanding of supply principles, planning, inventory and accounting methods; thorough knowledge of complex variety of VA regulations, Directives, Handbooks, bulletins, polices and other Federal regulations to conduct research; broad knowledge of technical characteristics and uses of medical and non-medical devices; broad knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
