Job Title: Federal Construction Safety Personnel (SSHO, Alternate Safety Officer, and Designated Representative)

Location: Massachusetts (On-site / No Remote Options - Candidate must reside within commuting distance of Massachusetts)

About the Role

We are seeking qualified, experienced federal construction safety professionals for an upcoming project in Massachusetts. Because this is a strict, federally regulated site (Veterans Affairs / U.S. Army Corps of Engineers), candidates must meet 100% of the criteria for at least one of the three tiers listed below to be considered. Please specify in your cover letter or application headline which position (SSHO, Alternate, or Designated Representative) you are qualified for.

Position Tier 1: Full-Time Site Safety & Health Officer (SSHO)

The Site Safety & Health Officer is a fully dedicated role with no other operational duties. You must be physically present on-site at all times during construction activities.

Mandatory Qualifications:

  • Current Professional Safety Certification: You must possess a current, valid competency-based credential issued by an accredited certifying body (such as the Board of Certified Safety Professionals or the National Association of Safety Professionals).
  • Acceptable credentials include: Construction Health & Safety Technician (CHST), Certified Safety Professional (CSP), Occupational Hygiene & Safety Technician (OHST), Associate Safety Professional (ASP), Graduate Safety Practitioner (GSP), Safety Trained Supervisor Construction (STSC), Safety Management Specialist (SMS), Certified Safety Manager (CSM), Certified Safety Director (CSD), Master Safety Professional (MSP), or Certified Safety & Health Official (CSHO).
  • CRITICAL NOTE: Standard training certificates DO NOT QUALIFY for this position. Applications with only Occupational Safety and Health Administration (OSHA) 10/30, OSHA 500/510, US Army Corps of Engineers EM 385-1-1 40-hour course certificates, Hazardous Waste Operations and Emergency Response (HAZWOPER), or company-issued "competent person" cards will be immediately rejected.
  • Experience: Minimum of three (3) years of dedicated, full-time construction safety experience (collateral duty or "part-time safety" roles do not count).
  • Regulatory Expert Knowledge: Must prove complete competency and working knowledge of:
  • Code of Federal Regulations Title 29, Part 1926 (OSHA Construction Standards).
  • Code of Federal Regulations Title 29, Part 1926.16 (Prime Contractor Responsibility).
  • Department of Veterans Affairs Safety Requirements.
  • Project-specific Accident Prevention Plans (APP).

Position Tier 2: Alternate Safety Officer (ASO)

The Alternate Safety Officer must be fully capable of taking over all SSHO duties when needed and must be pre-approved by the Government Contracting Officer.

Mandatory Qualifications:

  • Safety Training: Must possess a current 40-hour OSHA Construction Safety course certificate (or a 30-hour OSHA Construction Safety course certificate if approved by the Contracting Officer), an 8-hour annual safety refresher, and a current First Aid / CPR certification.
  • Required Industry Experience: * At least five (5) years of total experience in the construction industry, AND
  • At least three (3) years of documented, direct experience in construction safety. (An approved equivalent combination of higher safety education and experience meeting EM 385-1-1 standards may be considered).

Position Tier 3: Designated Representative (DR)

The Designated Representative is a collateral-duty safety role. You will perform your normal trade or supervisory job but will step in to cover the primary SSHO’s temporary absences for up to 8 hours maximum.

Mandatory Qualifications:

  • Administrative Record: Must be formally named and identified within the project’s Activity Hazard Analysis (AHA).
  • Technical Competency: Must be a formally designated "competent person" for the specific construction tasks you are overseeing.
  • Knowledge Requirements: Must thoroughly understand:
  • The project’s Accident Prevention Plan (APP).
  • The specific Activity Hazard Analysis (AHA) for the work being performed.
  • Basic Occupational Safety and Health Administration (OSHA) requirements relevant to your trade's tasks.

Geographic & Transportation Requirements (Strictly Enforced)

  • Location: This project is strictly on-site in Massachusetts.
  • Commute: Candidates must already reside within the Massachusetts area or have reliable, established daily transportation to the site. We are not offering relocation assistance, housing stipends, or travel reimbursements for long-distance commuters. If you anticipate transportation or distance challenges, please do not apply.
