What are the responsibilities and job description for the FINANCE DIRECTOR position at Vernal City?
Under the supervision of the City Manager, performs administrative, professional, and supervisory work in the planning, directing and organizing of all activities of the municipal finance and accounting function, including maintenance of the fiscal records and systems of the City and does other related work as required.

- Provides for the internal control and safe keeping of all City assets and liabilities. Keeps general accounting records of all revenues and expenditures, processing financial data by the use of financial management software. (Currently Pelorus)
- Responsible for the preparation and accuracy of all financial reports, bank reconciliations, and inventory records of all municipal property.
- Assist the City Manager in the preparation of the annual budget. Prepares budget in brief to communicate fiscal status with the public.
- Prepares financial reports required by both State and federal agencies and uploads reports to the Utah State Auditor.
- Maintains fiscal control of any intergovernmental contracts requiring financial agreements between the City and other agencies.
- Maintains data processing capabilities to meet the needs for efficient financial data collection and processing. Manages and promotes online payments, transactions and reports.
- Works with executive directors for Special Service Districts and other agencies on financial forecasting and provide financial statements and accounting processes.
- Keeps the City Manager advised of any budgetary or fiscal concerns that affect the future of any City departments or management of the City.
- Acts as the City's internal auditor, providing constructive recommendations to the City Manager for better fiscal control, management and performance.
- Prepares all fiscal accounting information necessary for the completion of the annual audit.
- Keeps up-to-date on administrative policies relative to the finance department and provides for the implementation of such policies.
- Manages utility funds including billing, customer service, service calls and capital expenses.
- Responsible for tracking grant funding, submissions and payments of bonds / loans and supervises and manages payroll processes.
- Manage and train employees on the use of the City purchasing policies and procedures

- Graduation from an accredited four year college with a Bachelor's Degree in accounting and financial management. Graduate degree in a related field may be substituted for year(s) of experience. Certified Public Accountant designation preferred.
- Two (2) years progressive, responsible, full-time experience in accounting and financial management with one (1) year of supervisory experience. State / local government accounting experience preferred.
- Possess a valid Utah driver's license, or be eligible to receive a Utah driver license within 90 days of hire.
- **Must be bondable**.
