VMG is seeking two (2) Ethics Program Analysts II to support the National Institute on Aging (NIA) Ethics Office. These positions provide independent ethics program support by reviewing and processing financial disclosure reports, ethics requests, outside activity requests, sponsored travel, recusals, gifts, and conflict-of-interest matters. The Ethics Program Analysts will conduct detailed analyses of ethics filings, research potential conflicts of interest, prepare recommendations for senior ethics officials, and ensure compliance with federal ethics laws, regulations, and NIH policies.
Key Responsibilities
- Conduct independent reviews of financial disclosure reports, ethics requests, and conflict-of-interest documentation.
- Review and process Requests for Outside Activities (HHS-520), Official Duty Requests, Annual Reports of Outside Activities (HHS-521), Widely Attended Gathering (WAG) requests, Sponsored Travel requests, Public Financial Disclosure Reports (OGE-278e), Confidential Financial Disclosure Reports (OGE-450), and HHS-717 reports.
- Analyze financial interests and identify actual or potential conflicts of interest while developing recommendations for review by the Deputy Ethics Counselor (DEC) and senior ethics officials.
- Research ethics issues, obtain additional information from filers, and ensure accurate interpretation and application of federal ethics regulations.
- Certify assigned financial disclosure reviews within established NIH timeframes.
- Enter, update, and maintain ethics records in the NIH Ethics Management Information System (EMIS), NIH Enterprise Ethics System (NEES), and related tracking systems.
- Maintain electronic and hard-copy ethics files in accordance with NIH records management requirements.
- Track ethics actions, deadlines, and reporting requirements while generating routine and ad hoc management reports.
- Develop, maintain, and update ethics databases, document repositories, and filing systems.
- Assist with the development of ethics guidance documents, Standard Operating Procedures (SOPs), fact sheets, checklists, and employee training materials.
- Coordinate and support ethics training sessions, meetings, and outreach activities.
- Prepare correspondence, reports, recommendations, and other written products supporting ethics program operations.
- Utilize approved Artificial Intelligence (AI) tools, including Microsoft Copilot and other authorized platforms, to improve communication, document preparation, and administrative efficiency while adhering to NIH policies.
- Consult with senior ethics specialists on complex, precedent-setting, or sensitive ethics matters requiring higher-level review.
Required Qualifications
- Associate's degree in Business Management, Business Administration, or a related field.
- Experience reviewing administrative documents, policies, financial disclosures, or compliance-related records.
- Knowledge of federal ethics principles, conflict-of-interest reviews, or regulatory compliance processes.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Experience preparing reports, recommendations, and official correspondence.
- Proficiency with Microsoft Office Suite, Microsoft Teams, and AI-enabled productivity tools such as Microsoft Copilot or similar platforms.
- Ability to manage multiple priorities while maintaining accuracy, confidentiality, and attention to detail.
Preferred Qualifications
- Experience supporting NIH, HHS, or other federal ethics or compliance programs.
- Experience reviewing OGE-278e, OGE-450, HHS-520, HHS-521, NIH-2803, HHS-717, sponsored travel requests, or other federal ethics documentation.
- Experience using NIH Ethics Management Information System (EMIS), NIH Enterprise Ethics System (NEES), or similar ethics management databases.
- Knowledge of the Standards of Ethical Conduct for Employees of the Executive Branch and federal conflict-of-interest regulations.
- Experience developing ethics training materials, SOPs, guidance documents, or employee education resources.
- Experience working in a highly confidential environment handling sensitive information.
Work Environment
- Full-time position (40 hours per week).
- Monday through Friday schedule.
- Position is located at the National Institute on Aging (NIA) in Rockville, Maryland.
- Telework is available in accordance with government approval.
