VMG is seeking an experienced and dynamic Bilingual Local Facility Chaplain to serve onsite at the El Paso Service Processing Center in El Paso, TX. This full-time position plays a key role in implementing, managing, and enforcing processes for Detention Chaplaincy Programs. The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), requires chaplains and support staff to establish and administer a Religious Services Program for detained noncitizens.
The primary goal of the Bilingual Local Facility Chaplain is to provide detainees access to a structured and consistent opportunity to practice religion, while providing spiritual and personal support to individuals experiencing crisis. Bilingual fluency in English and Spanish is essential to effectively meet the needs of the population.
The Local Facility Chaplain will:
- Make weekly rounds to all housing units, including restrictive housing, and respond to the religious needs of detained noncitizens.
- Actively recruit and coordinate a local network of volunteers to meet the diverse religious needs of the population.
- Collaborate with volunteers and manage equitable engagement across faith groups.
- Develop and manage religious programs at the facility, including:
o Providing guidance to ICE on religious matters
- Schedule services and classes in coordination with ICE personnel.
- Promote interfaith understanding among detainees and staff.
- Purchase and recommend items to enhance the Religious Services Program (subject to ICE approval).
- Coordinate and support religious holiday worship services, ensuring access to appropriate items and specialty meals.
- Plan and lead weekly religious instruction sessions, either as recurring classes or special events.
- Recommend religious literature, property, and specialty foods for commissary availability, with final ICE approval.
- Follow ICE PBNDS policies regarding marriage requests and other chaplaincy-related matters.
- Bachelor’s Degree from an accredited college or university in Religion, Theology, or a related field and a minimum of 5 years of ministry experience
- No degree and a minimum of 10 years of ministry experience
- Demonstrated experience and credentials to provide spiritual care, manage volunteers, and lead a comprehensive Religious Services Program
- Proven ability to maintain composure, exercise sound judgment, and provide support during high-stress situations
- Fluency in both English and Spanish is required
