Ventura County Public Health Department is looking for someone reliable, adaptable, and committed to reducing childhood lead exposure through education, prevention, and collaborative community engagement to fill the role of Health Education Assistant within the Childhood Lead Poisoning Prevention Program. 

The ideal candidate is a dedicated, community-focused professional with a strong foundation in community health, health education, and health care delivery systems. This individual brings at least two years of experience as a Community Worker or Program Aide in community health or related services, with demonstrated ability to conduct outreach, facilitate group discussions, and deliver effective health education to diverse audiences. Bilingual fluency in Spanish and English is essential, enabling clear, culturally responsive communication and the ability to build trust within the community. The candidate possesses excellent verbal and written communication skills, along with strong interpersonal abilities to engage individuals, families, and groups in meaningful ways. They are knowledgeable about available health and social services and can connect clients to appropriate resources within the health care delivery system. Possession of a valid California driver license (CDL) supports mobile outreach and community-based activities. Flexibility to work evenings and weekends is critical to meeting community needs.

EDUCATIONAL/BILINGUAL INCENTIVE:  Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Health Education Assistant I is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.


TENTATIVE SCHEDULE 
OPENING DATE: April 7, 2026
CLOSING DATE: April 21, 2026

Duties may include, but are not limited to the following:

  • Participates in ongoing activities designed to inform the target population of health services;
  • Recruits volunteers and helps carry out specific community information efforts for the promotion of special clinics, programs and activities;
  • Provides assistance as needed in development of printed material and carries out pre-testing protocol for evaluation of proposed printed material;
  • Works with community groups and agencies and other professional staff in planning, development and implementation of specific public health activities and programs (e.g., pap smear clinics, special immunization clinics, adolescent health conferences, anti-smoking groups, tobacco control (policy) education, and other innovative educational activities for contemporary health problems);
  • Participates as a member of voluntary agency health coalitions for collaborative effort;
  • Assists in the orientation, training and supervision of health aids;
  • Assists in conducting community surveys for health education and health policy programs;
  • Conducts individual and group discussions to obtain community reaction to health education programs;
  • Assists community health services in education; and
  • Performs other duties as required.

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Two (2) years of experience as a Community Worker or Program Aide in community health or related services.

Necessary Special Requirements
  • Must be bilingual (English/Spanish)
  • Must possess and maintain a valid driver license issued by the State of California as a condition of employment
  • Must be willing to work evenings and weekends
  • Must be willing to travel throughout Ventura County and drive a County vehicle
Knowledge, Skills, and Abilities:

Working knowledge of: 
  • community health and welfare services and methods of health care delivery systems
  • some knowledge of the causes of the prevention of health problems
  • group dynamics and human behavior.
Working ability to: 
  • give directions and explanations which are clear and understood
  • engage with the community to disseminate Public Health programs and information
  • communicate orally and work with individuals from varying backgrounds
  • prepare routine staff reports
  • conduct interviews and group discussions and obtain health data.

SUPPLEMENTAL QUESTIONNAIRE – Qualifying: All applicants are required to complete and submit the questionnaire for this exam at the time of filing. The supplemental questionnaire may be used throughout the exam process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.

APPLICATION EVALUATION – Qualifying: All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.

COMPARATIVE SCREENING – Qualifying: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questions.

ORAL EXAM – 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, a T&E or an Oral Examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. 

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
