Headquartered in Park City, Utah, with offices in Houston and Fort Worth, Texas, and operations spanning multiple states, Venator and its affiliated entities — including the Hunter Dooley Family of Companies — own operated and non-operated assets across a diverse portfolio of 25 entities. We are seeking a highly organized, detail-oriented Regulatory Manager to support the General Counsel and partner with operations teams to maintain strong regulatory compliance across our upstream footprint.
Position Summary
The Regulatory Manager will lead and coordinate Venator’s regulatory compliance efforts across a multi-state, upstream oil & gas footprint. Reporting to the General Counsel, this role partners closely with Operations, Land, Engineering, and environmental stakeholders to interpret and implement federal, state, and local requirements; manage permitting and agency relationships; maintain compliance tracking systems and records; and support timely, accurate regulatory reporting. The Regulatory Manager will also work closely with Venator’s Safety Manager (who reports to the General Counsel) to ensure alignment between regulatory obligations and safety program execution; however, day-to-day safety program ownership and safety-related tasks remain the responsibility of the Safety Manager.
ESSENTIAL DUTIES & RESPONSIBILITIES
Regulatory Strategy & Change Management
Monitor regulatory developments and proactively communicate impacts, deadlines, and recommended actions to the General Counsel and key stakeholders.
- Interpret regulations and standards and translate requirements into practical procedures, checklists, and compliance controls.
- Support internal guidance and training on regulatory requirements and company compliance expectations (excluding day-to-day safety program training owned by the Safety Manager).
Permitting & Agency Coordination
Manage permitting workflows for exploration, development, production, and facilities activities (intake, data collection, application preparation, submission, status tracking, and closeout).
- Coordinate directly with regulators and agencies to secure permits, approvals, extensions, and regulatory clearances in a timely manner; maintain professional working relationships and consistent communications.
- Coordinate site visits and field verification as needed (including travel to California, Colorado, Wyoming, Utah, and New Mexico).
Environmental Compliance & Programs
Develop, implement, and maintain environmental compliance programs that minimize risk and support operational execution (air, water, waste, and related requirements).
- Support environmental assessments, investigations, and remediation activities as needed; coordinate documentation and reporting with internal teams and consultants.
- Maintain documentation and evidence files to demonstrate compliance (permits, monitoring, inspections, corrective actions, correspondence).
Reporting, Audits & Recordkeeping
Prepare, review, and submit required regulatory reports, filings, and disclosures; coordinate internal inputs and maintain submission evidence.
- Own and maintain compliance calendars, permit registers, and tracking logs to ensure deadlines and renewal requirements are met.
- Support audits and inspections by organizing records, coordinating documentation, and tracking findings and corrective actions through closure.
- Represent the organization in regulatory meetings and consultations as assigned, escalating material risks and decision points to the General Counsel.
Coordination with Safety Management (Scope Alignment)
- Partner with the Safety Manager (reporting to the General Counsel) to ensure regulatory requirements are understood, tracked, and reflected in operational planning and documentation.
- This role does not own or execute day-to-day safety program responsibilities already managed by the Safety Manager (e.g., safety training delivery, incident investigation management, contractor safety program administration, and routine field safety inspections), but may support regulatory documentation needs related to those programs as requested by the General Counsel.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Environmental Science, Engineering, Regulatory Affairs, or a related field (or equivalent experience).
- 6 years of progressive experience in regulatory affairs, environmental compliance, or related roles within upstream oil & gas or a similar regulated industry.
- Demonstrated experience managing permitting workflows, maintaining compliance records, and coordinating with regulators and internal stakeholders.
- Ability to travel periodically to field locations across multiple states.
PREFERRED QUALIFICATIONS
- Advanced degree and/or relevant professional certifications.
- Experience with environmental management systems and compliance tracking platforms (e.g., Ecesis or similar).
- Multi-jurisdiction compliance experience across the Rocky Mountain and California regions.
