Configuration Manager

Job Summary: Provide US Coast Guard Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) acquisition project system requirements and data management support. The position requires analyzing, tracing, prioritizing, and managing C4ISR system requirements and communicating those requirements to relevant stakeholders which include system design architects, system engineers and system test specialists.

Education and Experience:

· BS in Engineering, Computer Science or related field or combination of studies and technically relevant experience.

· Experience in supporting development, deployment, and sustainment of naval C4ISR systems.

· Working knowledge of DOORS, ClearQuest, and Microsoft Office to include Outlook, Excel, SharePoint, and PowerPoint.

· Strong oral and written communication skills

Essential Duties:

· Manage USCG Sea Commander C4ISR system requirements.

· Oversee change control processes ensuring changes to configuration items are controlled and documented.

· Identify and document the functional and physical characteristics of configuration items.

· Maintain version control ensuring accurate tracking of changes and updates to configuration items.

· Create and implement configuration management plans for identifying, controlling, and auditing configurations.

· Ensure that all changes to the system are recorded, evaluated, approved, and implemented.

· Interact with various teams to ensure proper implementation of the configuration management plan.

· Provide input to design and development teams for improvement of system reliability and maintainability.

· Create and distribute reports on configuration status, metrics, and compliance to management and relevant technical teams.

· Review and assess Aegis Weapon System Common Source Library (CSL) software changes that impact USCG C4ISR systems.

· Assist with system requirements verification, validation, and mapping.

· Deliver system requirements tracing for verification and test procedure development.

· Perform analysis for Engineering Review Boards.

· Provide feedback at Software Engineering Review Boards.

· Provide recommendations for improved interoperability with Coast Guard applications, including National Security Cutter (NSC) Sea Commander C4ISR system and Offshore Patrol Cutter (OPC) Seawatch Command and Control system.

· Update Dynamic Object Oriented Requirements System (DOORS) database with changes to requirements and specifications.

· Review ClearQuest change management databases for potential impacts to requirements.

· Accesses ClearQuest databases to identify current Software Change Request (SCR)/Computer Program Change Request (CPCR) status and recommend prioritization.

· Update Interface Design Specifications and Application Programming Interfaces for interoperability with other systems.

· Prepare presentations for Weapons Systems Explosive Safety Review Board (WSESRB), Software System Safety Technical Review Panel (SSSTRP), Mission Readiness Assessments (MRA), Combat System Certification Panels (CSCP), Technical Assist Events, and Technical Data Packages (TDP).

· Review TDPs for accuracy, completeness, consistency, and clarity.

· Perform configuration management and act as Product Line Configuration Manager for system software and hardware.

· Develop, edit, and review Time Compliance Technical Orders (TCTOs)

· Develop, edit, and review Engineering Changes (EC).

· Planning, coordination, scheduling, and execution of program management reviews for senior leaders to include in-house production of presentation materials, assembling document binders and delivering presentations for reviews.

· Facilitate the Engineering Change Process to support the Time Compliance Technical Order (TCTO) process within the Surface Forces Logistics Center (SFLC) database.

· Perform requirements analysis and tracing for tailoring into the Sea Commander system.

Knowledge, Skills, and Abilities:

· Ability to derive functional system requirements from higher-level operational requirements.

· Experience and ability to work in a software and system development environment.

· Ability to manage local system requirements databases.

· Ability to manage CG Portal web-based SharePoint information management website.

· Ability to manage local requirements databases.

· Familiarity with Aegis Weapon System Software Common Source Library (CSL).

· Ability to coordinate and deliver system requirements management support across multiple stakeholders and customers.
