We are seeking a dynamic and dedicated Program Manager to lead our Home and Community-Based Services (HCS) program. Responsibilities
- Lead the planning, development, and implementation of home and community-based programs tailored to meet the needs of individuals with disabilities.
- Supervise social service program staff, providing guidance, mentorship, and performance evaluations to ensure high-quality service delivery.
- Manage relationships with clients, families, community partners, and regulatory agencies to promote collaboration and ensure program compliance.
- Oversee administrative functions including budgeting, staffing schedules, documentation, and reporting to maintain operational efficiency.
- Ensure adherence to all federal, state, and local regulations related to social services and disability programs.
- Develop strategies for outreach and engagement within underserved communities to expand access to services.
- Monitor program outcomes through data analysis and client feedback to continuously improve service quality and effectiveness.
Skills
- Extensive experience working with individuals with developmental disabilities or behavioral health needs in community settings.
- Proven ability in relationship management involving clients, families, community organizations, and government agencies.
- Strong administrative skills with proficiency in Microsoft Office Suite for documentation, reporting, and communication tasks.
- Demonstrated supervisory experience in managing social service staff or behavioral health teams; leadership in social services administration is highly valued.
- Expertise in program development, implementation, and evaluation within social services or related fields.
- Bilingual skills are preferred to effectively serve diverse populations from underserved communities.
- Excellent written communication skills for report writing, policy development, and client correspondence.
- Knowledge of compliance standards governing social services programs; experience managing budgets is essential.
- Ability to lead teams effectively while fostering a positive work environment focused on client-centered care.
- Minimum three (3) years of paid experience providing or managing HCS services (or other qualifying experience recognized by HHSC)
- Thorough knowledge of Texas HCS regulations.
Preferred:
- Previous HHSC survey experience.
- Startup or new provider experience.
- Leadership or supervisory experience.
- Experience with electronic health record (EHR) systems.
- Experience working with individuals with intellectual or developmental disabilities.
- Strong knowledge of Medicaid documentation requirements.
- Excellent organizational and communication skills.
