The Associate Vice President (AVP) of Finance and Operations will provide strong leadership and sound operational management of college-wide support services in the functional areas of finance, business operations, and auxiliary services under the direction of the Vice President of Finance and Operations / Chief Financial Officer.

In addition to the specific duties listed below, the AVP of Finance and Operations assists the VP of Finance and Operations with coordination and execution of major initiatives and special projects. This role also serves as Acting VP of Finance and Operations during the Vice President’s absence.

This is an in-office position. It does not have the option for a regularly scheduled telework day.

This position is part of the College's leadership succession plan, as the current VP of Finance and Operations is expected to retire in late 2027. Demonstrated success in the AVP role will position the incumbent as the preferred internal candidate. However, the VP position will be posted and filled through the College's standard competitive hiring process at that time.

Essential Duties

Supervision and Organizational Structure


  • Provides operational oversight of auxiliary operations, including the Campus Bookstore, Vending Services, and the Vanguard Grill.
  • Provide executive oversight of campus safety and security, emergency preparedness and continuity of operations, and environmental health and safety
  • Direct reports include the Chief of Campus Police / Director of Public Safety and the Purchasing Agent.
Audit, Internal Controls, and Financial Reporting
  • Facilitates year-end close out processes; prepares annual State ACFR Package, Pro Forma Financial Statements and Notes; and prepares other related financial reports.
  • Assist the Director of Student Accounts, Receivables, and Grants Accounting with the completion of the annual EAGLE (Enhancing Accountability in Government through Leadership and Education) program of internal controls.
  • Coordinate the external financial audits and other required audits and reviews for the College and Foundation.
  • Work with external auditors to provide required fiscal documentation and to respond to audit inquiries, findings, and recommendations in a timely manner.
  • Establish processes for monitoring corrective actions and internal control deficiencies.
Purchasing and Contract Administration
  • Provide executive oversight of procurement and purchasing functions.
  • Establish appropriate procurement controls and procedures in accordance with the statewide purchasing policies, contracts, and procurement programs established by the Purchasing and Contracting Division of the N.C. Department of Administration.
  • Assist the Purchasing Agent in the development and issuance of bid solicitations for the procurement of goods and services.
  • Assist the Purchasing Agent in the administration and maintenance of the College Procurement Card Program, Gas Card Program, N.C. E-Procurement System, and the N.C. eVP System.
  • Oversee major contracts, service agreements, purchasing arrangements, and vendor relationships.
  • Review significant contracts for financial, operational, compliance, and risk implications.
  • Promote cost-effective purchasing while maintaining quality, competition, transparency, and compliance.
  • Establish appropriate vendor management and contract monitoring practices.
  • Update and renew and the annual SAM.gov registration for the College in order to receive federal awards or contracts.
Risk Management and Insurance
  • Identify and evaluate risks associated with the College operations, facilities, programs, contracts, vehicles, events, laboratories, shops, and other activities.
  • Maintain the College’s insurance portfolio, policies, schedules, renewals, deductibles, limits, and coverage documentation.
  • Maintain accurate schedules of buildings, contents, equipment, and other insurable property, and coordinate property loss claims.
  • Monitor general, professional, automobile, public officials/employees, and other applicable liability coverage.
  • Coordinate workers compensation reporting, claims, documentation, trends, and corrective actions with Human Resources and applicable claims administrator.
  • Review certificates received from contractors/vendors and issue or coordinate certificates required by outside organizations.
  • Review contracts for indemnification, insurance requirements, liability limitations, warranties, and other risk provisions.
  • Maintain vehicle inventories, insurance coverage, driver authorization/MVR processes, accident reporting, and vehicle claims.
  • Identify hazards and coordinate corrective actions with Plant Operations, Human Resources, Campus Security, and College departments.
  • Help identify operational risks and develop continuity, emergency response, and recovery strategies.
  • Collaborate with the Director of Plant Operations and the Chief of Campus Police/Director of Public Safety in providing and coordinating employee training concerning risk, accident prevention, emergency management, incident reporting, and other related topics.

Qualifications

Minimum Qualifications:
Education


  • Master’s degree in accounting, finance, business administration, public administration, ora related field from an accredited institution, or designation as a Certified Public Accountant (CPA) or equivalent professional credential.
Experience
  • Minimum of eight (8) years of progressively responsible experience in accounting or financial administration. Preferred: experience obtained in the N.C. Community College System, NC Public Schools, or other higher education institution.
  • North Carolina Contract Manager (NCCM) certification required, or must be obtained within nine (9) months of hire.
  • Demonstrated experience in governmental accounting, budgeting, financial reporting, internal controls, compliance, and audit processes, preferably utilizing N.C. Community College financial systems, policies, funding mechanisms, and reporting requirements.
  • Demonstrated experience managing complex financial operations.
  • Strong analytical, communication, interpersonal, and organizational skills.
  • Demonstrated leadership and managerial experience supervising professional and administrative staff.

Physical Demands

  • Light work that includes moving objects up to 30 pounds.
  • Sedentary work that primarily involves sitting/standing.

Salary : $140,000 - $150,000
