The Major assigned to Training, Compliance, and Community Paramedicine provides command-level leadership and oversight for all agency training, credentialing, quality assurance, regulatory compliance, and community health initiatives. The Major ensures personnel are properly trained, clinically competent, and compliant with NC Office of EMS, Medical Director guidelines, and agency policies. The position also supervises the Community Paramedic program, supporting follow-up care, outreach efforts, and community-based health initiatives. This assignment serves as a key bridge between administration, field operations, and clinical standards, working closely with the Captains, the Medical Director, and the Director/Assistant Director. The Major reports to the EMS Director / Assistant EMS Director.
Essential Job Functions
Training & Professional Development
- Plans, coordinates, and delivers onboarding, continuing education (CE), remedial training, and skill refreshers for all EMS staff.
- Oversees and supports the Field Training Officer (FTO) program to ensure consistency and clear evaluation standards.
- Tracks all employee certifications, credentials, and training requirements to maintain agency-wide compliance.
- Collaborates with the Medical Director to develop and update training content, competencies, and clinical expectations.
- Organizes drills, simulations, scenario-based training, and performance assessments
- Manages the EMS QA/QI program, including PCR review, documentation audits, and clinical performance analysis.
- Conducts regular compliance checks related to equipment, controlled substances, station logs, and operational documentation.
- Ensures full adherence to NCOEMS regulations, HIPAA, OSHA, medical protocols, and county policies.
- Investigates documentation errors, care concerns, or deviations from protocol and implements corrective actions.
- Provides trend reports and compliance recommendations to EMS leadership.
- Directly supervises the Community Paramedic, providing guidance, oversight, and performance evaluation.
- Reviews referrals, patient follow-ups, and care plans to ensure quality and appropriate resource utilization.
- Ensures proper documentation, follow-up scheduling, and continuity of care.
- Works with community partners, healthcare providers, and the Medical Director to enhance the program’s impact.
- Tracks outcomes, identifies trends, and recommends program improvements to leadership.
- Serves as the command-level authority for all training, compliance, and community paramedicine functions.
- Works closely with Captains on compliance issues and staff performance concerns.
- Participates in policy development, clinical protocol revisions, and strategic improvement initiatives.
- Works closely with the Lieutenants to address training needs for the department.
- Prepares reports, audits, and compliance summaries for internal and external review.
- Responds to major incidents as part of the command staff when needed.
Qualifications
Education and Experience:
- Requires an associate's degree in business administration, information technology, emergency medicine, or related field, and one year experience related to emergency inventory management, quality compliance or high school diploma or equivalent and a minimum of five years of related work experience
- Instructor credentials (e.g., CPR, ACLS, PALS, EVOS) preferred.
- Experience in community paramedicine or clinical coordination is a plus.
- Possession of a valid driver’s license.
- Possession of First Aid andCPR certification.
- Possession of North Carolina Emergency Vehicle Driver certification.
- Possession of certification from the State as an Emergency Medical Technician-Paramedic and completion of additional course work and/or certification to include, at a minimum, certification in cardiac care, pediatrics, and trauma, as determined necessary by the County.
- Possession of North Carolina Hazardous Material Level I certification.
- Possession of ICS 100, 200, 300, 400 and NIMS 700 and 800.
- Strong knowledge of EMS operations, adult education, QA/QI systems, and regulatory compliance.
- Ability to design, deliver, and evaluate effective EMS training programs.
- Skilled in documentation review, trend analysis, and performance improvement.
- Strong communication and leadership skills with the ability to mentor staff and hold personnel accountable.
- Ability to maintain confidentiality and manage sensitive compliance issues.
Supplemental Information
PHYSICAL DEMANDS
The work is very heavy work which requires exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects, including the human body. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have the visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, do extensive reading and use measurement devices.
WORK ENVIRONMENT
Work is subject to both inside and outside environmental conditions. The employee is subject to hazards in the emergency medical services work including working in both inside and outside environmental conditions, extreme temperatures, hazardous fumes, dusts, odors, mists, and gases and working in close quarters. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens.
