The Deputy Chief, Transit Security provides strategic leadership and oversight of the agency’s comprehensive security program, ensuring the protection of transit assets, employees, and the public. Directs daily security operations, policy enforcement, incident response, and risk management efforts, fostering a culture of safety and preparedness across all transit modes. By managing security staff, contractors, technology, and partnerships with law enforcement and regulatory agencies, the Deputy Chief plays a vital role in safeguarding the transit system while supporting compliance with federal and state requirements and maintaining access to critical grant funding.

Minimum Qualifications & Requirements


Education & Experience

Bachelor’s degree in criminal justice, Security Management, or a related field and a minimum of seven (7) years of experience in security management, including at least three (3) years in a supervisory or leadership role; a Master’s degree is desired. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position may be considered. Experience in a public transportation is highly desirable.

Licensing/Certification Requirements:

Valid Arizona driver’s license and ability to maintain insurability throughout employment.

Certified Protection Professional (CPP) or Physical Security Professional (PSP) credentials (not required, but preferred/highly encouraged).

TSA- or DHS-related certifications, NIMS/ICS courses and/or Emergency Management.


Examples of Duties / Knowledge & Skills

The following functions are intended to provide a representative summary of the primary duties and responsibilities of this position and are not an exhaustive list of all duties that may be performed. Additional duties and responsibilities may be assigned as needed.


Oversee daily security operations, including personnel deployment, use of resources, and performance of the Bus-Rail Security Department.


Monitor and manage security systems and technologies to ensure functionality and timely response to incidents.


Manage contracted security services and fare inspection contractors, ensuring effective performance and alignment with agency standards.


Enforce security policies and procedures under the direction of the Chief of Safety and Security and ensure compliance with TSA, DHS, and other regulatory requirements.


Assist in developing and maintaining standard operating procedures (SOPs) and support agency eligibility for Department of Homeland Security grant funding.


Lead incident response for security-related emergencies, coordinate with law enforcement, conduct preliminary investigations, and recommend corrective actions.


Conduct risk/threat assessments and collaborate with Emergency Management and Risk teams to develop and evaluate drills, exercises, and After-Action Plans.


Develop and monitor the department’s operational budget, including oversight of security contracts and grant expenditures.


Manage and oversee document deliverables for the State Safety Oversight and Capital Projects development as required.


Analyze incident reports and key performance metrics to identify trends, mitigate risks, and inform security strategies.


Recommend and implement enhancements to security technologies and systems to support continuous improvement.


Design and support the delivery of training programs focused on emergency response, de-escalation, and conflict resolution for security staff and agency personnel.


Build and maintain strong relationships with local, state, and federal law enforcement partners; represent the agency in meetings, workshops, and public forums.


Performs other duties of a similar nature and level as assigned.


Knowledge and Skills:

  • Knowledge of public transit security operations and relevant laws, regulations, and standards.
  • Understanding of emergency preparedness, incident response, and risk management principles.
  • Skill in supervising staff, contractors, and security operations in a dynamic environment.
  • Ability to assess threats, conduct investigations, and recommend corrective actions.
  • Proficiency in using surveillance systems, access control, and incident reporting tools.
  • Strong interpersonal and communication skills for coordinating, exchanging information, and working effectively with internal teams and external agencies.
  • Ability to develop and deliver security-related training and guidance.
  • Critical thinking and sound judgment under pressure or in crisis situations.



Physical Demands / Work Environment

While performing the duties of this position, the employee is regularly required to sit, stand, walk, communicate, and operate standard office equipment such as a computer and telephone. Occasional lifting of materials or equipment weighing up to 25 pounds may be necessary. This role may involve exposure to potentially stressful situations, including emergency incidents, active security events, and coordination with law enforcement personnel.

This position may require availability outside of regular business hours, including evenings, weekends, and holidays, in response to security incidents or operational needs.

Salary : $130,650 - $195,974
