Validus Energy is seeking a qualified Oil and Gas Measurement Supervisor. The Oil and Gas Measurement Supervisor in the Anadarko Basin is responsible for evaluating the current measurement program, identifying gaps or areas for improvement, and then leading the development and implementation of a new or refined program to meet operational needs. This includes building a capable team to oversee measurement systems, managing vendor relationships, ensuring compliance with Oklahoma Corporation Commission (OCC), BLM (Bureau of Land Management), BIA (Bureau of Indian Affairs), and other relevant regulatory bodies, and ensuring the accuracy and efficiency of measurement operations across the basin.
Assess Current Measurement Program:
- Conduct a thorough assessment of the existing measurement systems, processes, and programs in place across field organization.
- Identify gaps, inefficiencies, and areas for improvement in terms of measurement accuracy, equipment performance, vendor service, and compliance with OCC, BLM, and BIA regulations.
- Collaborate with internal teams and external stakeholders to evaluate current challenges and gather feedback on measurement system performance.
- Analyze historical performance data to identify trends and areas needing improvement.
Determine Program Requirements:
- Based on the assessment, determine the specific needs of the measurement program to align with operational goals, regulatory compliance (including BLM and BIA), and future growth.
- Develop a clear roadmap for the program's improvements, including recommendations for new technologies, updated processes, and refined scheduling.
- Identify critical measurement areas that require immediate attention or upgrade (e.g., calibration systems, data integration, or compliance with BLM and BIA).
Develop and Build Out a Measurement Team:
- Build and lead a team of measurement professionals to execute the new or updated measurement program.
- Recruit and train team members with the necessary skills and experience to handle measurement system installations, maintenance, calibration, and compliance tasks.
- Establish roles and responsibilities for team members, ensuring clear lines of communication, accountability, and alignment with operational goals.
- Provide leadership, mentoring, and ongoing professional development to team members to build a high-performing and knowledgeable team.
Program Implementation:
- Oversee the implementation of the new measurement program, ensuring alignment with the operational goals of the company and meeting BLM, BIA, and OCC requirements.
- Manage the scheduling, coordination, and execution of system upgrades, new installations, and required maintenance for measurement equipment.
- Ensure all measurement equipment is compliant with BLM and BIA regulations, particularly for installations on federal or tribal lands.
Vendor Management and Coordination:
- Right size vendor vs internal measurement staff.
- Manage relationships with vendors that provide measurement systems, equipment, calibration tools, and related services, ensuring they meet program requirements and regulatory standards.
- Assess vendor performance regularly, resolving any issues related to equipment quality, delivery schedules, or compliance.
- Negotiate contracts with vendors, ensuring the best value and compliance with BLM, BIA, and OCC regulations.
- Ensure vendors provide the necessary support for ongoing operations, including regular calibration, maintenance, and troubleshooting.
Regulatory Compliance and Documentation:
- Ensure that all measurement operations are compliant with OCC, BLM, and BIA regulations, especially on federal and tribal lands.
- Oversee the documentation process for all measurement systems, ensuring accurate records are kept for regulatory reporting, maintenance, and audits.
- Manage reporting requirements, ensuring timely and accurate submission of measurement data to BLM, BIA, and OCC, as well as internal stakeholders.
Scheduling and Resource Optimization:
- Develop and manage a detailed schedule for the installation, calibration, maintenance, and repair of measurement systems to minimize downtime and disruptions.
- Optimize resource allocation across measurement activities, ensuring efficient use of team members and vendor services.
- Coordinate scheduling for measurement tasks to align with operational goals, while meeting regulatory timelines and requirements for BLM and BIA lands.
Performance Monitoring and Continuous Improvement:
- Monitor the performance of the new measurement program, tracking key metrics such as system uptime, data accuracy, vendor performance, and regulatory compliance.
- Identify areas for improvement in measurement processes, equipment performance, and team efficiency.
- Implement improvements based on feedback, audits, and operational data, ensuring the measurement program continuously evolves to meet operational and regulatory needs.
Reporting and Communication:
- Provide regular updates to senior management on the progress of the measurement program, including assessments, team development, regulatory compliance, and vendor performance.
- Produce clear and concise reports on the effectiveness of the measurement program, highlighting successes and areas for improvement.
- Foster strong communication between the measurement team, vendors, and other departments to ensure that all stakeholders are aligned on goals and progress.
Qualifications
- Education: High school diploma or equivalent (technical certification in instrumentation or measurement systems preferred).
- Experience: Minimum of 7 years of experience in the oil and gas industry, with a focus on measurement systems, program management, and team leadership. Minimum of 2 years in a supervisory or foreman role. Experience and familiarity with OCC, BLM, and BIA regulations is essential.
- Certifications: Relevant certifications in measurement, instrumentation, or safety.
Physical Requirements
- Ability to tolerate prolonged shifts involving standing, climbing, lifting, pulling, pushing and carrying weights of up to 50 lbs.
- Work in and around industrial and construction settings, which may include hazardous products, processes, materials and chemicals, including H2S, as well as prolonged exposure to outdoor work conditions, including extreme cold, hot and/or adverse weather conditions, and loud machinery, and may require appropriate personal protective equipment.
- Must possess a current, valid driver’s license and the ability to meet and maintain all eligibility requirements to drive a company vehicle.
- Subject to call-outs to respond to operational issues and emergencies after working hours, at night, and on weekends and holidays.
